121 <br /> <br /> Ms. Peggy King, Executive Director of the <br />Northwestern Virginia Health Systems Agency, stated that <br />the funds requested would cover basic operating expenses. <br /> <br /> Responding to a question from Mr. Buck regarding fees <br />for certificates of need, Ms. King stated that such fees <br />are not allowed in Virginia. <br /> <br /> Mr. Buck stated that he would prefer to defer the <br />matter until a decision is made by the General Assembly. <br />and stated that he felt the agency should be funded at the <br />State level. Mr. Buck also requested that information be <br />provided concerning the response by other localities to <br />the request. <br /> <br /> Ms. Newell noted that the State funds must be matched <br />at the local level. <br /> <br /> Mr. Barnes stated that he would abstain from the <br />matter due to a potential conflict of interest. <br /> <br />The matter was deferred. <br /> <br />STAFF REPORT: URBAN DESIGN TASK FORCE <br /> <br /> Mr. Hendrix stated:that the Urban Design Task Force <br />has interviewed potential consultants for the Urban Design <br />Study and has narrowed the choice down to two firms. <br /> <br /> Mrs. Gleason, a member of the Urban Design Task <br />Force, stated that the Task Force had hoped to have an <br />overall plan of the City conducted and an in-depth study <br />of certain areas. The Task Force has recommended that the <br />areas of study be narrowed due to the limited resources <br />and include the following: major entrances into the City <br />(5th Street, S. W., Fontaine Avenue, Monticello Road/Route <br />20 South, Long Street/High Street). downtown, West Main <br />Street and the corner area. <br /> <br /> Mr. Michael Bednar, a member of the Task Force, <br />stated that 14 bids had been received. The Task Force <br />narrowed the number to four, one dropped out and the <br />remaining three were interviewed. Following the <br />interviews, the choice was narrowed to two, both <br />nationally recognized and award winning firms. Mr. <br />Bednar stated that one firm is more oriented towards <br />overall plans and the other more towards an in-depth <br />study with less emphasis on economic analysis. Mr. Bednar <br />stated that the Task Force wished to brief Council on the <br />procedure to date and ask for future direction. <br /> <br /> Mr. Barnes stated that he was in basic agreement with <br />the modifications for the urban design study and <br />questioned what the time frame would be for completing the <br />study as it would relate to the proposed downtown parking <br />garage. <br /> <br /> Mr. Bednar stated that the consultants had agreed to <br />study the downtown area first. <br /> <br /> Mr. Towe questioned why Route 29 North and <br />Meadowcreek Parkway were not included in the study. <br /> <br /> Mr. Bednar replied that the Parkway does not exist at <br />the present time and that the Task Force felt that Route <br />29 North was being studied extensively by others. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, <br />the recommendations of the Urban Design Task Force were <br />unanimously accepted by Council. <br /> <br />STAFF REPORT: SNOW REMOVAL OPERATIONS <br /> <br /> <br />
