122 <br /> <br /> Ms. Judith Mueller, Director of Public Works, gave <br />Council a status report on the recent snow removal <br />operations. 'Ms. Mueller stated that the staff would be <br />conducting an evaluation of the recent snow removal <br />operations but that she did not anticipate a request for <br />major additional resources. Ms. Mueller stated that the <br />staff would be reviewing and has requested constructive <br />written recommendations from citizens concerning improved <br />ways to use existing resources. Ms. Mueller stated that <br />snow removal had cost approximately $100,000 to date. Ms. <br />Mueller stated that potholes were now beginning to appear <br />and that crews would begin repairing them immediately. <br /> <br /> Mr. Barnes recommended that the City work with the <br />University of Virginia in order to have better cooperation <br />with students during future snow emergencies. <br /> <br /> Ms. Mueller stated that the staff would be looking <br />into the possibility of having alternate bus routes for <br />schools and the Transit Service during snow emergencies in <br />the future. <br /> <br /> Mr. Towe questioned who is responsible for seeing <br />that sidewalks are cleared. <br /> <br /> Mr. Wiley stated that property owners are responsible <br />for clearing sidewalks adjacent to their property and that <br />the Police Department was responsible for enforcing the <br />ordinance. <br /> <br />STAFF REPORT: GYPSY MOTH COMMITTEE <br /> <br /> Mr. Hendrix stated that a joint City/County Committee <br />was recommended to work on future activities concerning <br />controlling gypsy moths and to act as a liaison with the <br />State. <br /> <br /> Mr. Hendrix stated that the County has approved the <br />following categories for the membership of the Committee: <br />Director of the Charlottesville/Albemarle Extension <br />Service, six members of the Extension Service Citizen <br />Advisory Committee, six citizen members (three each from <br />the County and City), staff representatives from the <br />County and City Parks Department and School Divisions, <br />staff representative from the Virginia Division of <br />Forestry, and the County/City Watershed Management <br />Official. Mr. Hendrix recommended that Council approve <br />the framework and stated that individual names would be <br />discussed with the County staff and would be submitted to <br />Council and the Board of Supervisors for approval. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />proposed framework for the Gypsy Moth Committee was <br />unanimously approved by Council. <br /> <br />STAFF REPORT: BUDGET SCHEDULE <br /> <br /> The schedule for budget public hearings, work <br />sessions and adoption was set by Council. <br /> <br />APPROPRIATION: $72,564.24 - RENOVATION OF CLARK ELEMENTARY <br />SCHOOL (2nd reading) <br /> <br /> The $72,564.24 appropriation for the renovation of <br />Clark Elementary School which was offered at the January <br />20th meeting was approved by the following vote. Ayes: <br />Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. <br />Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $72,564.24 is <br />hereby appropriated from the unappropriated balance of the <br />Capital Projects Fund of the City to expenditure account <br /> <br /> <br />
