141 <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTIONS 20-12, 20-13, AND 20-18 OF ARTICLE II, <br />AND SECTIONS 20-19, 20-21, 20-22 AND 20-30 OF ARTICLE III <br />OF CHAPTER 20 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1976, AS AMENDED, TO INCLUDE CERTAIN PART-TIME EMPLOYEES <br />IN THE RETIREMENT PLAN, TO ELIMINATE AGE 70 AS A MANDATORY <br />RETIREMENT AGE FOR GENERAL EMPLOYEES AND TO MAKE <br />HOUSEKEEPING CHANGES" was offered and carried over to the <br />next meeting fOr consideration. <br /> <br />PRESENTATION: CLARK ELEMENTARY SCHOOL RENOVATIONS <br /> <br /> Ms. Virginia Schatz, School Board member, requested <br />Council's permission to proceed with detailed construction <br />drawings for Clark Elementary School renovation. Ms. <br />Schatz stated that a sprinkler system and elevator had <br />been added as alternatives and extra parking had been <br />required to meet City Code requirements. Ms. Schatz noted <br />that the elevator shaft was already included in the <br />renovation plans° <br /> <br /> Mrs. Gleason pointed out that if a new school <br />building were being built, it would be required that the <br />building be made handicapped accessible. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that <br />the project cost was now projected to be $3,354,000 which <br />included new heating and air conditioning, addition to the <br />existing building, and a new entrance. Mr. O'Connell <br />stated that the cost estimates are not guaranteed and that <br />it was staff's feeling that the contingencies built into <br />the project were too small for a renovation project. Mr. <br />O~Connell also pointed out that no site improvements were <br />included in the estimated cost. <br /> <br /> Mr. Hendrix stated that staff would prefer to have <br />approximately $200,000 in alternatives available in the <br />project because after the project is bid, very little <br />flexibility in changing the design will exist. <br /> <br /> Mr. Towe stated that he was concerned with exceeding <br />the budget for the Clark School renovation given the <br />needed renovations at Venable School as well as <br />improvements at the other schools. <br /> <br /> Mr. Buck stated to Mr. Robert Moje, architect for the <br />Clark School renovations, that the contract for the <br />Venable School renovations was subject to completing the <br />Clark School project within the budget. <br /> <br /> Ms. Schatz recommended that the Technical Committee <br />work with the architects to select additional alternatives <br />for the project, subject to the Renovation Committee's <br />approval. <br /> <br />PRESENTATION: SCHOOL BOARD'S PROPOSED 1987-88 BUDGET <br /> <br /> Dr. Vincent Cibbarelli, Superintendent of City <br />Schools, summarized the School Board's proposed <br />$23,107,034 budget, a 6% increase over the previous year's <br />budget. Dr. Cibbarelli stated that the budget provided <br />for a 6% across-the-board salary increase for School <br />employees. Dr. Cibbarelli listed the following priorities <br />for the FY 87-88 budget: increased student learning, <br />improved educational climate, increased parental <br />involvement, summer school program for at-risk four year <br />olds, and a decreased drop-out rate at Charlottesville <br />High School. Dr. Cibbarelli stated that 5.8 new positions <br />were being added, three new school buses were being <br />ordered, and a significant increase in insurance costs was <br />included in the budget. <br /> <br />Mr. Buck requested that Council be provided with more <br /> <br /> <br />
