148 <br /> <br />Nassau Street sidewalk project and the User-side Subsidy <br />Program. Mr. Huja stated that the physical projects <br />recommended for FY 87-88 are basically the same as the <br />previous year, with 59% going toward housing. The Minority <br />Enterprise program is recommended to be continued, and a <br />new Rental Housing Inspection and Repair Program is <br />recommended. The social programs recommended are as <br />follows: Public Schools/MACAA - Enhancing Educational <br />Opportunities; Health Department - Resource Mothers Program, <br />Jefferson Area Board for the Aging - Life Issues for the <br />Elderly, and the User-Side Subsidy. <br /> <br /> Mr. Lou Fibel, Chairman of the Retired Senior Volunteer <br />Program (RSVP) Advisory Council, supported funding for the <br />Life Issues for the Elderly Program which would recruit and <br />train the elderly to help counsel their peers. <br /> <br /> Mr. Buck questioned whether funding needs for the Life <br />Issues for the Elderly Program would be less in its second <br />year of operatiOn because the training would not need to be <br />continued. <br /> <br /> Mr. Fibel stated that he was unsure'if funding needs <br />would be less. <br /> <br /> Mr. Bob Newman, Executive Director of the <br />Charlottesville Housing Improvement Program (CHIP), <br />stated that 20 to 22 full-scale rehabilitation will be <br />completed this year and in addition, CHIP will assist <br />low-income clients in raising their share of funding for <br />purchase and rehabilitation. Mr. Newman urged Council to <br />remain open to rental rehabilitation options. <br /> <br /> Mrs. Gleason noted that two projects recommended for <br />CDBG funding, the rental inspection program and user-side <br />subsidy, have not been discussed by Council. <br /> <br /> Mr. Buck stated that he did not think that the proposed <br />rental inspection program should be funded with CDBG funds. <br /> <br /> Mr. Huja stated that the proposed rental inspection <br />program would require occupancy permits for rental units of <br />three or less when vacancies occur and would provide loans <br />to property owners for rehabilitation. <br /> <br /> Responding to a question from Mr. Towe about whose <br />employee the Enhancing Educational Opportunities staff would <br />be, Mr. Huja stated that they would be employed by MACAA. <br /> <br /> Responding to a question from Mrs. Gleason, Mr. Huja <br />stated that no progress had been made in having the <br />Enhancing Educational Opportunities program absorbed into <br />the school budget. <br /> <br /> Mr. Buck questioned why the amount for the paint <br />program had increased and Mr. Huja replied that the money <br />has always run out early and the program has been very <br />successful and useful. <br /> <br /> Mr. Towe questioned who was responsible for the <br />Charlton Road railroad crossing improvements. <br /> Mr. Huja replied that the State is responsible for the <br />railroad crossing improvements, but would need to be <br />requested to do so by the City. <br /> <br /> Mr. Hendrix stated that the staff would look at the <br />situation and make recommendations to Council. <br /> <br /> Mr. Buck stated that the CDBG program has been targeted <br />by the President and Congress to be eliminated and he urged <br />persons who support the program to contact their congressmen <br />to urge continued funding. <br /> <br /> <br />
