160 <br /> <br /> Mr. Ray Mishler and Mr. James McVay of the American Red <br />Cross, stated that they appreciated the 8% increase <br />recommended, but were requesting an additional allocation of <br />$20,993 as a result of the reduction in Title XX funding and <br />to provide an increase of 10-11% in home care funds. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, <br /> Council unanimously voted to meet in executive session to <br /> discuss personnel matters as exempted by Section <br /> 2.1~344(a)(1) of the Virginia Freedom of Information Act. <br />~ meeting ~ <br /> was <br /> adjourned. <br /> <br /> ~P-r-~ident C~rk ' <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />March 25, 1987 AT 7:00 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget work session (agency hearings) <br /> <br /> Executive session to discuss personnel matters as <br />exempted by Section 2.1-344(a)(1) of the Virginia Freedom of <br />Information Act. <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - March 25, 1987 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br /> Mr. Bob Newman, Director of the Charlottesville Housing <br />Improvement Program, stated that the City has determined <br />that CHIP will be required to submit a bid to contract for <br />rehabilitation services as required by the Procurement Act, <br />but he felt that is an unnecessary administrative burden and <br />that CHIP should be exempted on the basis of being a <br />sole-source provider. Mr. Newman stated that CHIP cannot <br />maintain the present level of renovations given the <br />administrative review costs which are charged by the <br />Charlottesville Redevelopment and Housing Authority (an <br />average of $1200 per renovation). Mr. Newman stated that he <br />felt this fee should be reduced and that the funds should go <br />directly to rehabilitation projects which would enable CHIP <br />to maintain their present level of services. Mr. Newman <br />encouraged Council to consider allowing rehabilitations to <br />be performed on non-profit owner/rental occupied housing and <br />to also allow small, emergency repairs to be performed. <br /> <br /> Responding to a question from Mr. Towe, Mr. Newman <br />stated that most materials are purchased locally and that <br />some are donated. <br /> <br /> Mr. Buck requested that staff prepare a report on the <br />administrative fees paid to the Housing Authority. <br /> <br /> Mro Barnes questioned where cutbacks would be made <br />should full funding to CHIP not be provided. <br /> <br /> Mr. Newman stated that the field force and some support <br />staff would be cut back. Mr. Newman noted that many <br />volunteers are currently used from Madison House and church <br />groups to perform the rehabilitations. <br /> <br /> <br />
