164 <br /> <br />COUNCIL CHAMBER - April 6, 1987 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, the <br />minutes of March 4th were unanimously approved as presented. <br /> <br /> On motion by Mr. Towe, seconded by Dr. Hall, the <br />minutes of March 9th were unanimously approved as presented. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Towe, the <br />minutes of March 16th were unanimously approved as <br />presented. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />minutes of March 18th were unanimously approved as <br />presented. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Towe, the <br />minutes of March 19th were unanimously approved as <br />presented. <br /> <br /> On motion by Mr. Barnes, seconded by Mr. Towe, the <br />minutes of March 25th were unanimously approved as <br />presented. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />minutes of March 26th were unanimously approved as <br />presented. <br /> <br />PUBLIC <br /> <br /> Ms. Kay Peaslee questioned whether the City was making <br />any plans to celebrate Charlottesville,s 100th <br />anniversary as a city. <br /> <br /> Mr. Buck replied that staff is presently researching <br />the matter. <br /> <br /> Ms. Priscilla Whiting, President of the local chapter <br />of the NAACP, raised concerns about the Housing Authority,s <br />relatiOnship with Westhaven tenants and suggested that <br />changes be made if staff cannot deal effectively with the <br />problems that exist. <br /> <br /> Mr. Buck stated that Council was not convened as the <br />Housing Authority which is a separate legal entity from City <br />Council. <br /> <br /> Mr. Sherman White, representing the NAACP, brought to <br />Council,s attention the public nuisance caused by the Lucky <br />Seven Store on Grady Avenue which is open 24 hours a day and <br />which creates late-night noise. <br /> <br /> Mr. Hendrix stated that he has spoken with the store <br />owner and made suggestions to him for improving the <br />situation and has asked the police to monitor the situation <br />for violations, but noted that the City cannot regulate the <br />hours that the store is open. <br /> <br /> Ms. Charlotte Sherman, President of the Venable <br />Neighborhood Association, stated that she hopes to work with <br />the store owner in order to have the hours the store is open <br />reduced. <br /> <br /> Ms. Margaret Crawford of Prospect Avenue read a <br />statement from the Alliance for Justice and Equity regarding <br />the City's budgeting process which recommended the <br />following: 1) recommendations by City staff and advisory <br /> <br /> <br />
