167 <br /> <br /> Mr. Charles Lilly compared the proposed FY 87-88 <br />budget with that of 1980 and stated that taxes were too high <br />and better efforts should be made to reduce the budget. <br /> <br /> Mr. Hendrix noted that departments budget in a <br />different manner than they had in 1980 (with many items now <br />being charged directly to each department instead of being <br />separate items) and that it was misleading to do a surface <br />comparison of the two years. <br /> <br /> Mr. James King of 2607 Jefferson Park Circle, <br />recommending that the MACAA Housing Counselor be funded from <br />the City's general fund, and questioned the funding proposed <br />for the BMX track and the Virginia Discovery Musuem when <br />other needs exist. <br /> <br /> Mr. Ken Ackerman, Director of the Monticello Area <br />Community Action 'Agency, thanked Council for the extensive <br />opportunity he had had to discuss the Housing Counseling <br />Program and introduced clients who.had benefited from <br />MACAA's services~ including Ms. Joyce Blakey and Mr. Lloyd <br />Jones. <br /> <br /> As there were no other speakers, the public hearing was <br />closed. <br /> <br />PUBLIC HEARING: APPLICATION FOR SPECIAL PERMIT FOR DRIVE-IN <br />WINDOW AT LONG JOHN SILVER'S RESTAURANT AT 1254 EMMET STREET <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that the Planning Commission recommended approval of <br />the special permit for the following reasons: 1) It is in <br />harmony with the Land Use Plan of the Comprehensive Plan. <br />2) Given necessary improvements to the site plan, it will <br />not have a significant adverse impact-on the surrounding <br />neighborhood. 3~ The site was one of the sites made <br />non-conforming by the 1976 recalssification of the B-2 zone <br />and recommended for special permit then by the Planning <br />Commission. <br /> <br /> Mr. Jay Rutherford, representing Long John Silver's <br />stated that he was available for questions, <br /> <br /> Ms. Sarah Smith of ~Spotswood Road, stated that she was <br />concerned with noise created by the drive-in window. <br /> <br /> As some variations had been made in the site plan, it <br />was suggested that Mr. Rutherford and Ms. Smith discuss the <br />situation before the resolution was considered later in the <br />meeting. <br /> <br />The public hearing was closed. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Barnes, Mr. David Sutton was <br /> unanimously reappointed and Ms. Bonnie Smith was appointed <br /> to four-year terms on the Industrial Development Authority~ <br /> These terms will expire on April 3, 1991. Also on motion by <br /> Mr. Barnes, Mr~. Alton Garrett was unanimously appointed to <br /> fill an unexpired term on the Industrial Development <br /> Authority. This term will expire on April 3, 1989. <br /> <br />STAFF REPORT: APPROVING COMMUNITY DEVELOPMENT PLAN FOR FY 87-88 <br /> <br /> Mr. Hendrix stated that staff prOposed that the <br /> following programs not be included in the Community <br /> Development Block Grant Plan for FY 87-88 as recommended by <br /> the Planning Commission: Rental Housing Inspection and <br /> Repair Program ($30,000) and User-Side Subsidy ($3,000), and <br /> that the Monticello Area Community Action Agency Housing <br /> Counselor ($18,310) and a portion of the handicapped <br /> <br /> <br />
