185 <br /> <br />designation, but would be held at a different time this <br />year and in future years. <br /> <br /> On motion by Mr. Towe, seconded by Mrs. Gleason, <br />Council unanimously voted to designate the Children's <br />Festival as an annual special event for suspension of <br />vending regulations on the Downtown Mall. <br /> <br />STAFF REPORT: CITY MARKET RULES/REGULATIONS <br /> <br /> Mr. Hendrix stated that at the request of the vendors, <br />it was being recommended that one of the days of the City <br />Market be changed from Wednesday to Tuesday in order to <br />allow more preparation time for the Saturday market. Mr. <br />Hendrix stated that it was also recommended that the fee be <br />changed to a flat $7.50 per day fee during the time that the <br />market is open in April. Mr. Hendrix requested that Council <br />approve the changes to the dates and fee schedule. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, <br />Council unanimously approved the changes as recommended by <br />Mr. Hendrixo <br /> <br />STAFF REPORT: CTS REPLACEMENT BUSES <br /> <br /> Mr. Hendrix stated that two lift-equiPped buses were <br />found to be immediately available from the manufacturer <br />which met the City's specifications and could be used to <br />replace the Bluebirds already scheduled to be replaced. <br />Mr. Hendrix questioned whether Council wished to purchase <br />the lift-equipped buses and requested a formal vote with <br />regard to the policy concerning lift-equipping buses <br />purchased in the future. <br /> <br /> Mr. Buck stated that it had been the sense of Council <br />during the budget work session that all future buses <br />purchased would be lift-equipped. <br /> <br /> Ms. Judith Mueller, Director of Public Works, stated <br />that UMPTA had approved the purchase of the two <br />lift-equipped buses and would provide State funds for their <br />purchase. <br /> <br /> Responding to a question from Mr. Barnes, Ms. Mueller <br />stated that the City's mechanics would be trained to <br />maintain the lift-equipped buses. <br /> <br /> Mr. Franz Stielfried of the Independence Resource <br />Center~ requested that Council approve purchase of the lift- <br />equipped buses. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, <br />Council unanimously authorized the purchase of the two <br />lift-equipped buses and agreed that all buses purchased in <br />the foreseeable future be lift-equipped. <br /> <br />APPROPRIATION: REPROGRAMMING CDBG FUNDS (2nd reading) <br /> <br /> Responding to a question from Mrs. Gleason, Mr. <br />Satyendra Huja, Director of Community Development, stated <br />that there is no formal limit to completing projects funded <br />with CDBG funds as long as an effort is being made to <br />complete them. <br /> <br /> The appropriation reprogramming CDBG funds which was <br />offered at the April 6th'meeting was~.approved by the <br />following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, <br />Dr. Hall, Mr. Towe.
