Mr. Huja stated that the Planning Commission <br />recommended approval of amending the special use permit for <br />the YMCA Day Care Center for the following reasons: 1) It <br />will not have a significant adverse impact on the <br />surrounding neighborhoods, 2) The proposal does not <br />significantly alter the overall use of this facility by the <br />YMCA, and 3) This will allow for a dOubling of their <br />potential enrollment. This approval is conditioned upon the <br />completion of the Phase II site plan for the McIntire <br />Village PUD including the off-street parking areas and <br />landscaping as well as some provisions for dropping off and <br />picking up children by June 1, 1987. <br /> <br /> Mr. Towe noted that the times for beginning and ending <br />the day care program would be different from the Covenant <br />School which would reduce the level of traffic. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, <br />Council unanimously approved amending the special use permit <br />for the YMCA Day Care Center~ <br /> <br /> WHEREAS, the YMCA has requested an amendment to their <br /> special use permit, granted on November 3, 1986, to allow <br /> them to enlarge the day care facility they operate at that <br /> location from the approved maximum of 24 pre-school children <br /> to a maximum of 50 pre-school children; <br /> <br /> WHEREAS, following a joint public herainh before this <br /> Council and the Planning Commission, duly advertised and held <br /> on April 14, 1987, this Council finds that such use will <br /> conform to the standards set forth in Section 31-220 of the <br /> City Code and to the criteria applicable to special permits <br /> generally under Chapter 31 of the City Code~ now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the~City of <br />Charlotteville, Virginia that the special use permit which <br />was granted November 3, 1986 is hereby amended to allow the <br />YMCA to enlarge the day care facility at the McIntire School <br />Building to accommodate a maximum of 50 pre-school children. <br />This property is further identified on City Real Property Tax <br />Map ~45 as a portion of Parcel ~7, designated a Parcel "A," <br />having approximately 286 feet of frontage on Birdwood Road, <br />600 feet of frontage on Edge Hill Road, 253 feet of frontage <br />on Hillcrest Road and containing approximately 159,804 square <br />feet of land, or 3.88 acres. This amendment to the special <br />use permit is conditioned upon the following: <br /> <br /> 1. Completion of the Phase II site plan for McIntire <br />Village PUD, including the off-street parking areas and <br />landscaping as well as some provision for dropping-off and <br />picking up children by the June 1 1987 deadline previously <br />established. <br /> <br />RESOLUTION: GRANTING SPECIAL USE PERMIT FOR EXPANSION OF SIGMA <br />PI FRATERNITY AT 1533 VIRGINIA AVENUE <br /> <br /> Mr. Huja stated that the expansion would allow 24 <br />residents and would add 7 parking spaces. Mr. Huja stated <br />that the Planning Commission recommended granting the <br />special use permit for the following reasons: 1) It is in <br />harmony with the Land Use Plan of the Comprehensive Plan, <br />and 2) It will not have a significant adverse impact on the <br />surrounding area, if conditions are met. This approval is <br />conditioned upon final approval of the site plan including <br />1) That storm water detention measures be further detailed, <br />2) A grading and soil erosion/sediment control plan be <br />reviewed and approved, and 3) That a joint ~entrance be <br />developed with the adjacent property at 1521 Virginia <br />Avenue. <br /> <br /> Mr. Hendrix stated that he had received a telphone call <br />from Mr. Ed Gatewood following a meeting of the Martha <br />Jefferson House Board which had considered the issue of the <br /> <br /> <br />
