196 <br /> <br />special permit for Sigma Pi Fraternity. Mr. Hendrix stated <br />that Martha Jefferson House had no objec%ions to issuing the <br />special permit. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />special permit for Sigma Pi Fraternity was unanimously <br />approved by Council. <br /> <br /> WHEREAS, the Beta Pi Chapter of Sigma Pi Fraternity and <br />the Historic Reovation Corporation of the University of <br />Virginia hve requested a special use permit to expand the <br />existing fraternity at 1533 Virginia Avenue; <br /> <br /> WHEREAS., the proposed renovation will add approximately <br />2200 square feet of building in a two-story wing, will <br />includ~ a new dining hall/activity room and five bedrooms and <br />will accommodate 24 residents with the addition/renvoation; <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission, duly advertised and held <br />on April 14, 1987, this Council finds that such use will <br />conform to the standards set forth in Section 31-28.1 of the <br />City Code and to the criteria applicable to special permits <br />generally under Chapter 31 of the City Code; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the special us permit is <br />hereby granted to allow the Beta Pi Chapter of the Sigma Phi <br />Fraternity and the Historic Renovation Corporation to expand <br />the existing fraternity at 1533 Virginia Avenue. This <br />property is further identified on City Real Property Tax Map <br />#9 as Parcel #17, having approximately 143 feet of frontage <br />on Virginia Avenue and containing approximately 22,880 square <br />feet of land, or .525 acres. This special use permit is <br />granted upon the condition that a joint entrance be developed <br />with the adjacent property at 1521 Virginia Avenue. <br /> <br />RESOLUTION: AUTHORIZING SALE OF CITY PROPERTY ON PRESTON AVENUE <br /> <br /> Mr. Hendrix stated that the City had been requested to <br />sell the City property located on-the corner of preston <br />Avenue and Booker Street by Goco Oil Company~which plans to <br />construct a convenience store and car wash on the location <br />in conjunction with the surrounding property. Mr. Hendrix <br />stated that the property is presently zoned for business. <br />Mr. Hendrix stated that an option was pending on the sale of <br />the property. <br /> <br /> Mr. Barnes stated that he would abstain from discussing <br />the matter due to a potential conflict of interest. <br /> <br /> Mr. Gary McGee, an attorney representing Goco Oil <br />Company, requested that the closing dates be changed to <br />September 1 on the option agreement. Mr. McGee stated that <br />there would not be an entrance to the property from Booker <br />Street. <br /> <br /> Mr. Sherwood Exum, owner of Goco Oill Company, stated <br />that approximately $500,000 to $600,000 was planned to be <br />spent in constructing the businesses on the property and <br />that the planned hours of opera%ion for the convenience <br />store were 6:00 a.m. until 12:00 midnight. <br /> <br /> Mr. Lillie Mae Brown of 902 Henry Avenue and President <br />of the Rose Hill Neighborhood Association, presented a <br />petition signed by 700 persons in opposition to the planned <br />commercial development on the property and urged Council not <br />to sell the property unless the development is found to be <br />compatible with the neighborhood. Ms. Brown requested that <br />the neighborhood association be informed of any pending <br />development in the neighborhood and that a master plan be <br />developed for the area. <br /> <br /> <br />
