204 <br /> <br />PUBLIC <br /> <br /> Mr. Buck presented a proclamation proclaiming May 17th <br />through 23rd Public Works Week to Mr. Henry Cabell, Mr. <br />Lawrence Johnson, and Mr. Bruce McNabb of the Public Works <br />Department and recognized them for their valuable <br />contribution to the community. <br /> <br />STAFF REPORT: DOWNPAYMENT AND CLOSING COST ASSISTANCE PROGRAM <br /> <br /> Mr. Hendrix stated that the policy for the Downpayment <br /> and Closing Costs Assistance Program as presently written <br /> does not allow purchase of duplexes or other single-family <br /> attached housing and the Charlottesville Development <br /> Corporation was recommending that this be allowed in order <br /> to give home purchasers additional options and neighborhoods <br /> to consider. <br /> <br /> Mrs. Gleason stated that an application had been <br />received by persons who wanted to purchase a duplex, live in <br />one part and rent out the other and the change would allow <br />this. Mrs. Gleason stated that it was not recommended that <br />the policy be extended beyond a duplex. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />policy of the Downpayment and Closing Costs Assistance <br />Program was expanded to include purchase of a duplex or <br />other single-family attached housing by the following vote. <br />Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Noes: <br />None. Mr. Towe was absent for the vote. <br /> <br />APPROPRIATION: ~7,000 - CASA ITALIANA EXCHANGE PROGRAM <br /> <br /> Mr. Hendrix stated that the appropriation was the <br />City's share of the Italian Student Exchange Program which <br />is co-sponsored with Albemarle County and which would cover <br />travel and other expenses for the Italian and local students <br />while they are in the Charlottesville community. <br /> <br />Mr. Towe joined the meeting. <br /> <br /> Mrs. Gleason stated that the program has operated very <br />successfully during the summers of 1983 and 1985 and she was <br />in favor of seeing it continue. <br /> <br /> Responding to a question from Dr. Hall, Jeanne Cox, <br />Clerk of Council, stated that 16 local students will be <br />involved in the program. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, the <br />$7~000 appropriation for the CASA Italiana Exchange Program <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: <br /> <br />SCHOOLS <br /> <br />$65,000 - ASBESTOS REMOVAL - CLARK AND VENABLE <br /> <br /> Mr. Hendrix stated that the appropriation would provide <br />an advance from the General Fund for asbestos removal at <br />Clark School prior to the planned renovations there and <br />would be used to determine the extent an asbestos problem <br />exists at Venable prior to renovations there. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Barnes, the <br />$65,000 appropriation for asbestos ~removal at Clark and <br />Venable Schools was offered and carried over to the next <br />meeting for consideration. <br /> <br />APPROPRIATION: ' $15,000 - FIRE DAMAGE REPAIR - VENABLE SCHOOL <br /> <br /> Mr. Hendrix stated that the appropriation would provide <br /> architectural services for Venable School as a result of the <br /> fire damage and would be repaid when the insurance was <br /> <br /> <br />
