205

received.

Mrs. Gleason noted that the repairs being made to
Venable School were being done so as to be compatible with
future renovations.

On motion by Mr. Barnes, seconded by Dr. Hall, the
$15,000 appropriation for fire damage repair at Venable
School was offered and carried over to the next meeting for
consideration.

APPROPRIATION: $20,136.19 - FIRE PROGRAMS/STATE ENTITLEMENT

Mr. Hendrix stated that the appropriation was the
entitlement receiVed from the State which would be used for
the purchase of equipment and training expenses.

On motion by Mrs° Gleason, seconded by Dr. Hall, the
$20,136.19 appropriation for Fire Programs/State Entitlement
was offered and carried over to the next meeting for
consideration.

APPROPRIATION: $8,700 - Sidewalk Reimbursement

Mr. Hendrix stated that the $8,700 appropriation
represented the amount received by the City from the
Historic Renovation Corporation because of a sidewalk built
by the Public Works Department as part of a site plan
requirement.

On motion by Mr. Barnes, seconded by Mrs. Gleason, the
$8,700 appropriation for sidewalk reimbursement was offered
and carried over to the next meeting for consideration.

APPROPRIATION: $9,700 - REDUCTION OF LOAN TO OIC

This item was deferred to the next meeting.

RESOLUTION: APPROVING LOCATION OF 9TH/10TH STREET REALIGNMENT

Mr. Hendrix stated that the State Department of
Transportation conducted a study and presented options for
location of the 9th/10th Street realignment at a public
hearing recently held. Mr, Hendrix stated both staff and
the Planning Commission recommended the C-1 route and that a
resolution was required to be approved by the Council before
the State will proceed with the project. Mr. Hendrix noted
that no opposition was raised at the publiC hearing held by
the Department of Transportation concerning the location of
the realignment. Mr. Hendrix stated that the Planning
Commission had made some design recommendations which may be
contrary to State policy.

Mrs. Gleason stated that the C-1 route was very similar
to the one approved by Council in March of 1985 which was
approved following several neighborhood meetings held by
staff.

A discussion was held concerning the recommendation by
the Planning Commission that the roadway be constructed with
two lanes and no left-turn lane. Concern was expressed that
the Department of Transportation has a policy of not
constructing two-lane roads and that having no left-turn
lanes would increase traffic problems by backing up traffic.

Mr. Hendrix stated that the design issues were not
included in the resolution to the Department of
Transportation, only the location of the realignment.

Mr. Buck expressed concern that the nature of the
public hearing held by the Department of Transportation had
not been clearly understood by the neighborhood.
