Ayes: Mr. <br />Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: <br />None. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REOR~AIN SECTIONS 31-117.1, 31-119, 31-120 OF THE CODE OF <br />THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO <br />THE DEFINITION AND USE OF MANUFACTURED HOMES," which was <br />offered at the May 4th meeting, was approved by the <br />following vote. Ayes: Mr. Buck, Mrs. Gleason, Dr. Hall, <br />Mr. Towe. ~Noes: None. Abstaining: Mr, Barnes. <br /> <br />PUBLIC <br /> <br /> Ms. Diane Price, government teacher at Charlottesville <br /> High School, stated that her students have been attending <br /> City Council and School Board meetings and have greatly <br /> increased their knowledge of local government. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Hendrix stated that the City-County-University <br />Planning and Coordinating Council (PACC)has recommended <br />that its bylaws be amended to expand the language to allow <br />the inclusion of items of interest to all three parties in <br />addition to land use planning and development. Mr. Hendrix <br />stated that the change has been approved by the County and <br />University. <br /> <br /> Mr. Barnes stated that he had no problem with the <br />broadening of the focus of the Council as long as the PACC <br />is not the exclusive or first group where concerns are <br />always presented. <br /> <br /> Mrs. Gleason noted that any action taken by the PACC <br />must be approved by Council. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the <br />bylaws of the City-County-University Planning and <br />Coordinating Council were unanimously amended to include the <br />following: The purposes of the PACC shall be as follows: <br />To coordinate cooperative, community efforts in areas of <br />mutual concern and interest between Charlottesville, <br />Albemarle County, and the University of Virginia. <br /> <br /> Mr. Hendrix stated that the Technical Committee of the <br />PACC has recommended that an independent and objective <br />consultant be employed to study the southside of the City, <br />with particular emphasis on the Fontaine Avenue entrance to <br />the City, at a cost of $10,000 to each of the three <br />jurisdictions. Mr. Hendrix stated that the study has been <br />approved by Albemarle County and the University of Virginia. <br /> <br /> Mr. Towe questioned whether the southside had been <br />included in the Urban Design Study recently completed. <br /> <br /> Mr. Huja stated that the southside of the city was <br />only briefly studied in the Urban Design Plan. <br /> <br />Mr. Towe questioned whether the Technical Committee <br /> <br /> <br />
