216 <br /> <br />turnover in short-term parking. <br /> <br /> Mr. Buck stated that~he did not think it was advisable <br />to encourage long-term parking in the old Reid's parking <br />lot. <br /> <br /> Mr. O'Connell stated that many of the recommendations <br />were consistent with the desires of the downtown merchants. <br /> <br /> Mr. Hendrix stated that the recommendation by Wilbur <br />Smith and Associates to put up parking meters.was rejected <br />because the meters are unsightly, there is a significant <br />capital expense involved, the~financial return is small, <br />they can create an antagonistic environment, and it makes it <br />difficult to compete with other shopping areas which offer <br />free parking. <br /> <br /> Mr. Sours stated that free parking downtown meant that <br />the parking was heavily subsidized by the City. <br /> <br /> Mr. Buck stated that he felt it was important for the <br />City to continue to subsidize parking in order to maintain a <br />successful business district in the Central City. <br /> <br /> Mr. Sours questioned whether it was fair to ask all <br />taxpayers to pay to subsidize the parking downtown and <br />whether downtown merchants should be required to contribute <br />to the cost of the parking. <br /> <br /> Mr. O'Connell stated that the City funds would be used <br />to construct approximately 300 spaces in.the propose parking <br />garage, but that private funds would construct the <br />additional 400. Mr. O'Connell stated that Jefferson <br />National Bank and Charlottesville Parking Center, Inc. would <br />be involved in constructing the parking garage, for <br />which construction would begin in the spring of 1988. <br /> <br /> Mrs. Gleason stated that she had a conflict of interest <br />and would not participate in the discussion. <br /> <br /> Mr. Bednar stated that he thought the Planning <br />Commission could accept the recommendations of the staff and <br />pass the matter onto Council without further consideration. <br /> <br /> Mr. Towe stated that he felt the Planning Commission <br />should review the final details for the parking garage. <br /> <br /> Mr. Hendrix stated that negotiations for the proposed <br /> parking garage complex would be conducted in private, but <br /> the package would be brought back for Council's approval. <br /> <br />OTHER BUSINESS: WIDENING OF RIO ROAD <br /> <br /> Mr. Buck stated that he had attended a meeting of the <br />Albemarle County Board of Supervisors with Mr. Michael <br />Bednar and Mr. Lloyd Snook concerning the widening of Rio <br />Road and the Board of Supervisors had instructed their staff <br />to develop some design alternatives which would alleviate <br />the problem of traffic cutting through Greenbrier. <br /> <br />RESOLUTION: APPOINTING VIEWERS TO CONSIDER CLOSING A PORTION OF <br />AN ALLEY OFF LEXINGTON AVENUE <br /> <br /> Mr. Buck stated that this resolution had been approved <br />by Council at its June 1st meeting, but must be reapproved <br />due to the failure of the Da__~i~ ~.~ogress to publish the <br />legal ad for the proper length of time. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, the <br />resolution appointing viewers to consider closing a portion <br />of an alley off Lexington Avenue was unanimously approved by <br />Council. <br /> <br /> <br />
