215 <br /> <br /> Responding to a question regarding the feasibility of <br />adding an additional floor to the Michie~Annex building, Mr. <br />Wright stated that the foundation was not sufficient to <br />support an additional floor without extensive and expensive <br />alterations. <br /> <br /> Responding to a question from Mr. Lloyd Snook, Planning <br />Commission member, about proposed alternate uses for the <br />Dairy Road School Administration building, Mr. Wright stated <br />that there are no projected uses for the building at this <br />time, though the schools feel they can use it. <br /> <br /> Mr. Buck requested that a report be prepared on the <br />number of future new positions and a justification for them. <br /> <br /> Mr. O'Connell stated that most of the new future <br />employees proposed would be for the courts, schools, and <br />Social Services Department, based on demand for services, and <br />a large percentage of the salaries would be paid by the <br />State. <br /> <br /> Mr. Don Sours, Planning Commission member, questioned <br />whether City departments could operate on shifts and reduce <br />the space requirements. <br /> <br /> Mr. Wright replied that it might be possible for Data <br />Processing to work shifts, but costs would probably increase <br />in other departments. <br /> <br /> Mrs. Gleason stressed that the Social Services <br />Department has been in need of increased space for more than <br />four years and they are presently not meeting the State <br />requirement regarding confidentiality due to the crowded <br />conditions. <br /> <br /> Mr. Buck stated that he felt the staff needed to <br />demonstrate to the public the overburdened conditions for <br />the various City departments and the need for additional <br />space. <br /> <br /> Responding to a question from Mr. Towe, Mr. O'Connell <br />stated that the State will not reimburse the City for the <br />additional space fqr Social Services,. thought therent will <br />increase. Mr. O'Connell stated that the State funds would <br />go into operating expenses and perhaps some debt service. <br /> <br /> Mr. Sours stated that he felt the report and <br />presentation was Qne of the better and most~logical reports <br />he has seen. ~ <br /> <br /> Mr. Michael Bednar, Chairman of the Planning <br />Commission, questioned whether the construction of the new <br />building proposed for Social Services and Data Processing <br />could be speeded up. <br /> <br /> Mr. Wright replied that it might be possible to reduce <br />the design phase for the building. <br /> <br /> Mr. Bednar stated that the Planning Commission would <br /> h°ld a work session on the CitY Hall Space Study and <br /> Recommendations on June 17th. <br /> <br />WORK SESSION: PARKING RECOMMENDATIONS <br /> <br /> Mr. O'Connell presented a report containing the parking <br />recommendations of Wilbur Smith and Associates, Inc., the <br />Planning Commission, Traffic Engineer and staff. Mr. <br />O'Connell stated that the major recommendations are to <br />construct a new garage on Water Street which <br />will add approximately 450 parking spaces downtown and to <br />enforce the new parking regulations ~(which increased fines <br />and allows for the towing of vehicles with more than four <br />outstanding tickets), the desired result being increased <br /> <br /> <br />
