220 <br /> <br />regarding weeds follow State law and that notice must be <br />given to the property owners after weeds are 18" %all and <br />that the owner must be given adequate time to cut the weeds. <br />Mr. Hendrix stated that while the City would prefer to. <br />shorten the time, due process must be given to~.the property <br />owners. <br /> <br /> Mr..Towe asked if there:are other localities that could <br />be visited who have turned~public housing unitS into <br />owner-occupied. <br /> <br /> Mr. Chapman replied that HUD has only converted housing <br />on a limited, demonstration basis and he is not aware of <br />their location.. <br /> <br /> Mr. Towe stated that he agreed that 908 Rives Street <br />should not remain on the list of units. Mr. Towe stated <br />that while he was in favor of private enterprise, many of <br />the units can be improved by the City. Mr. Towe stated that <br />the City should enforce the existing housing ordinances and <br />should work to continue to improve the neighborhoods where <br />blight exists. Mr. Towe stated that he had some concerns <br />about purchasing 613 Hinton Avenue as the private sector may <br />be interested in the property. <br /> <br /> Dro Hall stated that he was concerned with existing <br />blight in some of the neighborhoods., especially on Dice <br />Street, but stressed that it takes not only the help of the <br />City, but the help of the citizens in the community to <br />effectively remove blight. <br /> <br /> Mrs. Gleason stated that she felt there are two major <br />issues regarding the public housing proposal. First, more <br />public housing is needed in Charlottesville and the <br />scattered sites can improve the neighborhoods. Second, most <br />of the housing proposed will mostly likely not be privately <br />bought and renovated. Mrs. Gleason stated that Council may <br />want to re-examine the single family homes on the list, but <br />that she supports the remaining units. <br /> <br /> Mr. Barnes stated that it is unfortunate there there <br />are some in the private sector who will purchase properties <br />and continue to allow them to deteriorate. Mr. Barnes <br />stated that he agrees with some of the concerns of the <br />citizens and would not be in favor of including 908 Rives <br />Street on the list, and has concerns about 613 Hinton Avenue <br />and 940 Henry Avenue, pending improvements, to the property <br />across the street. Mr. Barnes stated that Council should be <br />cognizant of the fact that some of the units will not be <br />available at the desired price even though they are on the <br />list. <br /> <br /> With regard to the property across from 940 Henry <br />Avenue, Mr. Huja stated that the property owner has been <br />notified that the weeds must be cut. Mr. Huja stated that <br />he was uncertain whether the house was in a condition to be <br />occupied. <br /> <br /> Mr. Towe questioned how often a program such as this <br />becomes available through HUD. <br /> Mr. Arrington replied that to his knowledge, <br />Charlottesville has the only rehabilitation program of this <br />type. <br /> <br /> Mr. Buck noted that the process of site selection has <br />been going on for several months and has been approached in <br />a very comprehensive way. <br /> <br /> After a discussion of the individual sites, on motion <br />by Mrs. Gleason, seconded by Dr. Hall, the following ten <br />sites were unanimously approved: 712 Elsom Street; 409 9th <br />Street, NW, 345 llth Street~ NW 410 Dice Street; 613 Hinton <br /> <br /> <br />
