221 <br /> <br />Avenue;.715 Ridge Street; 405 Dice Street; 406 Dice Street; <br />905 Monticello Avenue; and 300 9th Street, SW. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIOS <br /> <br /> On motion by Mr. Barnes, Ms. Kathereine T. Johnson was <br />unanimously appointed to a two-year term on the Jefferson <br />Area Board for Aging. This term is effective immediately <br />and will expire on April 1, 1989. <br /> <br />APPROPRIATION: <br /> <br />FUNDS <br /> <br />3,600 - HEALTH DEPARTMENT BUILDING MAINTENANCE <br /> <br /> Mr. Hendrix ~stated that the City and'Albemarle County <br />own the building housing the Health Department and that the <br />rent, which will increase effective July 1, has been <br />inadequate to maintain the building. An appropriation will <br />also be made by the County and will pay building maintenance <br />related bills. Mr. Hendrix stated that the funds will <br />eventually be repaid to the City. <br /> <br /> On motion by Dr. Hall, seconded by ~Mrs. Gleason, the <br /> $3,600 appropriation to the Health Department Building <br /> Maintenance Fund was offered and carried over to the next <br />meeting for consideration. <br /> <br />RESOLUTION: APPROVING 504 HANDICAPPED TRANSPORTATION PLAN <br /> <br /> Mr. Hendrix stated that this plan incorporates <br />the decisions made by Council during the budget process <br />concerning handicapped transportation and will be submitted <br />to UMPTA following approval. <br /> <br /> . Mr. Chapman stated that federal regulations require <br />that the service level for transportation for handicapped <br />persons be comparable to that offered by Charlottesville <br />Transit Service. Mr. Chapman stated that the 504 Task Force <br />made the following recommendations concerning the plan: <br />1) Extent JAUNT's hours to 6:30 p.m., Monday through <br />Friday; 2) Provide Saturday service, during the same hours <br />as those of Charlottesville Transit Service; 3) Through a <br />User-Side Subsidy Program provide serVice for~evenings and <br />Sundays; and 4) Purchase lift-equipped buses. Mr. Chapman <br />stated that $35,000 had been set aside in the FY 87-88. <br />budget to implement recommendations one through three, two <br />lift-equipped buses have been purchased, and other buses <br />will be lift-equipped as theyare ordered~in the future. <br /> <br /> Mrs. Gleason questioned whether people will continue to <br />be certified forJAUNT use when all the buses are <br />lift-equipped. <br /> <br /> Mr. Chapman replied that When CTS .service becomes <br />completely handicapped accessible, JAUNT certification may <br />decrease. <br /> <br /> Mr. Towe noted that when JAUNT conducted a survey <br />during the budget process, the majority of persons indicated <br />they would still prefer JAUNT over a CTS lift-equipped bus. <br />Mr. Towe questioned whether the user-side subsidy would be <br />limited. <br /> <br /> Mr. Chapman stated that staff is working on limiting <br />and structuring the program in order that it can operate for <br />a 12-month period. ~ <br /> <br /> Mr. Barners questioned what the exact figure was ~that <br />had been approved for handicapped transportation. <br /> <br /> Mr. Chapman replied that $35,000 had been set aside <br />which included City and ~CDBG 'funds. <br /> <br /> Mr. Huja stated that the Planning Commission had <br /> <br /> <br />
