222 <br /> <br />endorsed the program as outlined by Mr. Chapman. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />resolution approving the 504 Handicapped Transportation Plan <br />was unanimously approved by Council. <br /> <br />RESOLUTION: AUTHORIZING CITY MANAGER TO SIGN AGREEMENT RE: <br />PARKING CENTER <br /> <br /> Mrs. Gleason stated that she would abstain from this <br />matter due to a conflict of interest. <br /> <br /> Mr. Hendrix stated that staff has been working to put <br />together a parking project on Water Street and it now <br />appears that the project will include office and retail <br />space as well. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that <br />$2.5 million has previously been approved in the Capital <br />Improvements Project for downtown parking and a development <br />agreement has been reached with Jefferson National Bank and <br />Charlottesville Parking Center, Inc. to_construct a <br />mixed-use project on Water Street between 2nd and 4th <br />Streets which will provide 600 to 700 parking spaces and <br />40,000 to 50,000 square feet of office and retail space. <br />Mr. O'Connell stated that specifics of the agreement will be <br />negotiated following approval of the agreement by Council. <br />Mr. O'Connell stated that the resolution will authorized the <br />employment of Paxson, Smith, Gilliam & Scott, P.D., will <br />authorize the specifics of the agreement to be negotiated, <br />and will authorize the request for proposals for an <br />architect for the project. <br /> <br /> Responding to a question from Mr. Barnes regarding the <br />net increase in parking spaces and estimated taxes from the <br />project, Mr. O'Connell stated that 400 to 450 new parking <br />will be created and an estimated $80,000 to ~100,000 in <br />various taxes would be created by the development. <br /> <br /> Responding to a question from Mr. Towe concerning the <br />ABC Store located on the property, Mr. George Ray, Economic <br />Development Coordinator, stated that he would anticipate <br />that they would be relocated, though he noted that they have <br />just signed a five-year lease. <br /> <br />Mr. Towe questioned the cost per parking space and Mr. <br />.O'Connell stated that it is estimated to cost between $7,000 <br />and $8,000 per space. <br /> <br /> Mr. Towe questioned whether a fifth floor could be <br />added to the proposed parking garage. <br /> <br /> Mr. Ray stated that it could be designed to add a fifth <br />floor.
