228 <br /> <br />and, while noting that very few facts were available <br />concerning the potential impacts on the City, made the <br />following recommendations: 1) Expand Rio Road to five lanes <br />from Route 29 to Northfield Road; 2)~ Expand Rio Road to only <br />three lanes from Northfield Road to the railroad tracks, <br />including two moving lanes and one turning lane to be build <br />within the five-lane right-of-way and leaving a large <br />landscaped median, which in the future would be reduced <br />or eliminated to complete the five lanes~ and 3) The <br />intersection of Rio Road and Greenbrier should be designed <br />so that there will be potential for a traffic light in the <br />future at this intersection. <br /> <br /> Mr. Hendrix stated that the staff's preference would be <br />delay any expansion until construction of the Meadowcreek <br />Parkway. <br /> <br /> apprgved by Council. <br /> .eeting was <br /> President <br /> <br /> Mr. Buck made a motion to accept the Planning <br />Commission's recommendations, but include the <br />recommendation that if and when a light is installed at the <br />intersection of Rio Road and Greenbrier that it not have a <br />right-turn arrow and that right turns on red not be allowed. <br />Mr. Barnes seconded the motion and it was unanimously <br /> <br />adjourned. <br /> <br /> COUNCIL CHAMBER - July 6, 1987 <br /> <br /> CoUncil met in regular session on this date with the <br />following members present: Mr. Barnes, Mrs. Gleason, Dr. <br />Hall, Mr. Towe. Absent: Mr. Buck. <br /> <br /> Dr. Hall presided over the meeting in MayOr Buck's <br />absence. <br /> <br />MINUTES <br /> <br /> On motion by Mrs. Gleason, secOnded by Mr. Barnes, the <br />minutes of June 10th were unanimously approved as presented. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, the <br />minutes of June 15th were unanimously approved as presented. <br /> <br /> On motion by Mr. Barnes, seconded by Mr. Towe, the <br />minutes of June 17th were unanimously approved as presented. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Towe, the <br />minutes of June 18th were unanimously approved as presented. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, the <br />minutes of June 22nd were unanimously approved as presented. <br /> <br />PUBLIC <br /> <br /> Dr. Bob Bloodgood, Co-Chairman of the Task Force which <br />recommended pairing of the middle schools, stated that <br />Council's decision not to reappoint Dr. Mooney to the School <br />Board raised questions in the community regarding Council's <br />support for pairing the middle schools and Dr. Bloodgood <br />urged Council to take a public stand. <br /> <br /> Mrs. Gleason responded that Council has never indicated <br />that it did not support the School Board's decision to pair <br />the middle schools and that Council has not taken a formal <br />position because financial options for funding the pairing <br />proposal are still being investigated. <br /> <br /> <br />
