237 <br /> <br />and in many cases office supplies and rent would also be <br />covered. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, the <br />resolution authorizing the architectural~contract for City <br />Hall Annex was unanimously approved by Council. <br /> <br />RESOLUTION: AUTHORIZING LETTER RE: PROPOSED 29 N EXPRESSWAY TO <br />COMMISSIONER OF TRANSPORTATION <br /> <br /> Mr. O'Connell stated that the Joint City/County/University <br />H±ghway~Planning Committee had discussed and recommended <br />the resolution and letter requesting that the State <br />Department of Transportation include the expressway concept <br />within the comparative analysis and that improvements on <br />RoUte 29 N be postponed Until the analysis is~completed. <br /> <br /> Mr. Barnes stated that the resolution asked the <br />Department of Transportation to consider all the <br />alternatives which it had originally agreed to do since the <br />expressway concept has been deemed to be feasible from an <br />engineering standpoint. , <br /> <br /> On motion by Mr. Barnes,-seconded by Mrs, Gleason, the <br />resolution and letter regarding the proposed. 29N expressway <br />to the Commissioner of Transportation were unanimously <br />approved by Council. <br /> <br /> WHEREAS, the City of Charlottesville, the County of <br />Albemarle and the University of Virginia formeda Joint <br />Transportation Committee to work cooperatively~with the <br />Virginia Department of Transportation to find solutions to <br />the community's transportation concerns; and~ <br /> <br /> WHEREAS, one of the primary~transportation.concerns has <br />been how to move traffic efficiently~and safely through the <br />29 North Corridor; and <br /> <br /> WHEREAS, one possible solution which has been proposed <br />is an expressway concept that Would serve both local and <br />through traffic in a single corridor and, if determined to <br />be feasible, to compare a single CorridOr facility with dual <br />corridor facilities~ and <br /> <br /> WHEREAS, the City, County and University have endorsed <br />the study of this expressway concept but not~its~ <br />construction and received assurances from the Virginia <br />Department of Transportation that it would study the <br />concept~ and ~ <br /> <br /> WHEREAS, the Virginia Department of Transportation has <br />now studied the expressway concept and found it to be <br />feasible; and <br /> <br /> WHEREAS, no comparative analysis has been made among <br />the~various facility-alternatives available to move traffic <br />in the north-south corridor through Charlottesville- <br />Albemarle, inclUding the expressway concept; and <br /> <br /> WHEREAS, such a comparative analysis of all <br />alternatives seems appropriate and essential to the decision <br />process for the Route 29 North corridor improvements; and <br /> <br /> WHEREAS, the Virginia Department of Transportation <br />proposes to employ a consultant to make the required <br />alternative facility comparison, - ~ <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of <br />the CitY of Charlottesville and the Board of Supervisors of <br />Albemarle County that the Joint ransportation Committee <br />convey to Commissioner Pethtel of the Virginia Department of <br />Transportation the concerns of this community regarding the <br />need for a comparative analysis of the expressway concept in <br /> <br /> <br />
