239 <br /> <br />persons who might have difficulty crossing the street to <br />Belmont Baptist Church. <br /> <br /> Mr. Hamlett stated that other alternatives had problems <br />with handicapped accessibility and that the Board could have <br />extra election officials present at the Belmont Baptist <br />Church voting place to help blind persons cross the street. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, the <br />ordinance entitled "AN ORDINANCE TO CHANGE TEMPORARILY THE <br />LOCATION OF THE VOTING PLACE FROM CLARK ELEMENTARY SCHOOL TO <br />BELMONT BAPTIST CHURCH FOR THE CLARK SCHOOL PRECINCT" was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />ORDINANCE: RELATING TO TERMS OF BOARDS AND COMMISSIONS <br /> <br /> Mro Barnes stated that concern had been expressed about <br />limiting the terms on Council-appointed boards in those <br />cases where the terms are only for two years such as the <br />Jefferson Area Board for Aging. Mr. Barnes stated that <br />it had been suggested that this amount of time was not <br />sufficient for an appointee to gain expertise on a board. <br />Mr. Barnes stated that he had recommended that three <br />complete terms be allowed for those boards with two-year <br />terms and noted that Mr. Buck had suggested allowing four <br />complete terms. <br /> <br /> The matter was deferred to allow further research by <br />staff. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr, O'Connnel stated that VEPCO has requested an <br />easement across the Ivy Landfill to install an environmental <br />control system. <br /> <br /> Mr. Towe questioned whether the County had acted on the <br />matter and Ms. Mueller replied that it was scheduled to be <br />considered by the Board of Supervisors at their July 8th <br />meeting. <br /> <br /> On motion by Mr. Towe, seconded by Mrs. Gleason, <br />Council unanimously approved the resolution authorizing the <br />Mayor to sign an easement for VEPCO across the Ivy Landfill. <br /> <br /> Mr. Towe congratulated Mr. Huja on becoming a citizen <br />during the ceremony at MontiCello on July 4th. <br /> <br /> Mr. Towe encouraged support for the fund drive by the <br />Charlotteville High School band for their~trip to the Cotton <br />Bowl. <br /> <br /> In reply to citizen comments earlier in the meeting, <br />Mr. Towe stated that he considers appointments to the School <br />Board to be the most important function of City Council and <br />that the three recent appointments to the School Board had <br />been made,with a great deal of conviction and thought, and <br />that the vote should not be viewed in opposition to anyone. <br />Mr. Towe stated that neither politics nor pairing of the <br />middle schools entered into the appointment decision. Mr. <br />Towe stated'that he was in favor of implementing the <br />decision made by the School Board, taking into consideration <br />cost factors.
