229 <br /> <br /> Mr. Barnes re-emphasized his support for the School <br />Board's decision to pair the middle schools. Mr. Barnes <br />stated that it is Council's responsibility to investigate <br />the necessary financing, something which the Task Force did <br />not consider. Mr. Barnes noted that Council must also take <br />into consideration the financing necessary for the <br />renovation of both Clark and Venable Schools. Mr. Barnes <br />stated that he felt that both the feeder and pairing <br />proposals had merit, but that he felt the decision to pair <br />the middle schools was reasonable. <br /> <br /> Mr. O'Connell, Deputy City Manager, stated that bids on <br />Clark School renovation are due by mid-July and a report on <br />the pairing costs should be ready by early August. <br /> <br /> Dr. Hall stated that he was fully in accord with the <br />School Board's decision to pair the middle schools. <br /> <br /> Mr. Charles Steen of 1412 Baker Street, stated that his <br />neighbor owns a rooster which crows all morning beginning at <br />4:30 a.m. and intermittently throughout the day. Mr. Steen <br />stated that it is a nuisance but is allowed in the Code. <br />Mr. Steen requested that Council consider amending the Code <br />so that roosters would not longer be allowed to be kept in <br />the City. <br /> <br /> Mr. Roger Wiley, City Attorney, stated that Mr. Steen <br />has been in contact with the City Attorney's office and that <br />an ordinance has been prepared for consideration by Council <br />at its July 20th meeting. Mr. Wiley stated that he <br />appreciated the manner in,which Mr. Steen has approached the <br />problem. <br /> <br /> Ms. Nancy Damon of 2407 Jefferson Park Avenue, <br />commended Dr. Joseph Mooney and Ms.Virginia Schatz for their <br />service on the School Board, and stated that she regretted <br />that Dr. Mooney was not reappointed. <br /> <br /> Ms. Suzanne Judd of Montevista Avenue, stated that she <br />was appalled that Dr. Mooney was not reappointed to the <br />School Board and that Jackson-Via no longer has a <br />representative on the School Board. Ms. Judd requested that <br />Council correct the imbalance in the School Board when <br />appointments are made in the future and that Council act <br />quickly to appropriate the funds necessary for pairing the <br />middle schools. <br /> <br /> Mrs. Gleason stressed that even though by law there <br />must ibe at least one representative on the School Board from <br />each iward, the intent is that each member will represent the <br />entire community, not just their ward. <br /> <br /> Mr. Tim McDonald of Jefferson Park Circle thanked Dr. <br />Mooney and Ms. Schatz for their service on the School Board <br />and stated that he was concerned with Council's decision not <br />to reappoint Dr. Mooney. <br /> <br /> Dr. Hall thanked Dr. Mooney for his service on the <br />School Board and for the interest of the citizens who had <br />spoken and stated that Council will move with speed to <br />implement pairing the middle schools. <br /> <br />APPROPRIATION: $3,600 - HEALTH DEPARTMENT BUILDING MAINTENANCE <br />FUND (2nd reading) <br /> <br /> The $3,600 appropriation to the Health Department <br />Building Maintenance Fund which was offered at the June 15th <br />meeting was approved by the following vote. Ayes: Mr. <br />Barnes, Mrs. Gleason, Dr. Hall, Mr. Towe.
