229

Mr. Barnes re-emphasized his support for the School
Board's decision to pair the middle schools. Mr. Barnes
stated that it is Council's responsibility to investigate
the necessary financing, something which the Task Force did
not consider. Mr. Barnes noted that Council must also take
into consideration the financing necessary for the
renovation of both Clark and Venable Schools. Mr. Barnes
stated that he felt that both the feeder and pairing
proposals had merit, but that he felt the decision to pair
the middle schools was reasonable.

Mr. O'Connell, Deputy City Manager, stated that bids on
Clark School renovation are due by mid-July and a report on
the pairing costs should be ready by early August.

Dr. Hall stated that he was fully in accord with the
School Board's decision to pair the middle schools.

Mr. Charles Steen of 1412 Baker Street, stated that his
neighbor owns a rooster which crows all morning beginning at
4:30 a.m. and intermittently throughout the day. Mr. Steen
stated that it is a nuisance but is allowed in the Code.
Mr. Steen requested that Council consider amending the Code
so that roosters would not longer be allowed to be kept in
the City.

Mr. Roger Wiley, City Attorney, stated that Mr. Steen
has been in contact with the City Attorney's office and that
an ordinance has been prepared for consideration by Council
at its July 20th meeting. Mr. Wiley stated that he
appreciated the manner in,which Mr. Steen has approached the
problem.

Ms. Nancy Damon of 2407 Jefferson Park Avenue,
commended Dr. Joseph Mooney and Ms.Virginia Schatz for their
service on the School Board, and stated that she regretted
that Dr. Mooney was not reappointed.

Ms. Suzanne Judd of Montevista Avenue, stated that she
was appalled that Dr. Mooney was not reappointed to the
School Board and that Jackson-Via no longer has a
representative on the School Board. Ms. Judd requested that
Council correct the imbalance in the School Board when
appointments are made in the future and that Council act
quickly to appropriate the funds necessary for pairing the
middle schools.

Mrs. Gleason stressed that even though by law there
must ibe at least one representative on the School Board from
each iward, the intent is that each member will represent the
entire community, not just their ward.

Mr. Tim McDonald of Jefferson Park Circle thanked Dr.
Mooney and Ms. Schatz for their service on the School Board
and stated that he was concerned with Council's decision not
to reappoint Dr. Mooney.

Dr. Hall thanked Dr. Mooney for his service on the
School Board and for the interest of the citizens who had
spoken and stated that Council will move with speed to
implement pairing the middle schools.

APPROPRIATION: $3,600 - HEALTH DEPARTMENT BUILDING MAINTENANCE
FUND (2nd reading)

The $3,600 appropriation to the Health Department
Building Maintenance Fund which was offered at the June 15th
meeting was approved by the following vote.
