240 <br /> <br />COUNCIL CHAMBER - July 20, 1987 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe~. <br /> <br />MINUTES <br /> <br /> On motion by Mrs. Gleason, seconded by.Mr. Barnes, the <br />minutes of July 6th were approved as presented, with Mr. <br />Buck abstaining. <br /> <br />PUBLIC <br /> <br /> Ms. Mary Lou Thomas, representing the Corner Merchants <br />Association, requested that Council designate the Summer <br />Festival on the Corner as a special event to suspend vending <br />regulations and also requested that fees be waived for that <br />event.. <br /> <br /> On motion by Mr. Towe, seconded by Dr. Hall,' Summer <br /> Festival 1987 was unanimously designated a special event and <br /> vending fees were waived for that event. <br /> <br />PRESENTATION: JULIAN KING DAY <br /> <br /> Mr. Joe Horn, representing the Julian King Foundation <br />and the first recipient of a scholarship from the <br />Foundation, requested that Council proclaim September llth, <br />the day of the Charlottesville versus Albemarle High School <br />football game, as Julian King Day. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Barnes, the <br />proclamation designating September llth as Julian King Day <br />was unanimously approved. <br /> <br /> WHEREAS, Julian King touched the lives of many and was <br />a valued and hard working member of our community, spending <br />more than 20 years in the field of education as a teacher, <br />coach and principal, 16 years of which were spent at Johnson <br />Elementary School; and <br /> <br /> WHEREAS, Julian King's love of children, unselfish <br />dedication and genuine interest in the welfare of each child <br />helped his students to achieve their goals, especially those <br />children with special needs; and <br /> <br /> WHEREAS, there is an interest in the Community to <br />create a living~memorial to Julian King and to continue his <br />work; and <br /> <br /> WHEREAS, the Julian King Foundation has been <br />established to promote quality public education by funding <br />special school projects, by rewarding instructional <br />excellence, and by awarding an annual scholarship to a local <br />high school senior who attended Johnson Elementary School in <br />the fifth grade~ <br /> <br /> NOW, THEREFORE, we, the City Council of the City of <br />Charlottesville, Virginia, do hereby proclaim the day of <br />September 11, 1987 as JULIAN KING DAY and encourage the <br />community to contribute to the Foundation established in his <br />memory to promote public education, reward instructional <br />excellence, and award scholarships to worthy students. <br /> <br /> Mr. Towe stated that the Jaycees are also participating <br />in activities to help raise funds for the Julian King <br />Foundation'. Mr. Towe noted that both the Charlottesville <br />and Albemarle High ~School bands will perform tOgether at the <br />football game. <br /> <br />STAFF REPORT: CLOSING MEDIAN AT HILLCREST AND 250 BYPASS <br /> <br /> <br />
