24]

Mr. Hendrix stated that the Planning CommiSsion
recommended that the median at the intersection of Hillcrest
and 250 Bypass be closed for the following reasons: 1)
Closing this one median reduces the potential hazards
without creating an undue inconvenience on the residents and
users of facilities in the McIntire School Neighborhood; 2)
There is no adequate alternate route for traffic turning
left out of the neighborhood if both medians are closed; 3)
This reduces hazards near the McIntire Road intersection
where many accidents have been occurring; and 5) This option
would not cost as much as other alternatives. Mr. Hendrix
stated that ~he Traffic Engineer had recommended that the
median at Hillcrest be closed.

Mr. Buck stated that he had spoken with Mr. Doug Costa,
a member of the neighborhood involved, and while the
neighborhood did not support closing the median, they did
not appear to be strongly opposed to it.

Mrs. Gteason stated that in a previous public hearing a
resident of the neighborhood had said that the site distance
was better at Hillcrest than at Birdwood. Mrs. Gleason
added that it did not appear that there had been any changes
since Council last decided to leave both medians open.

Mr. Buck stated that closing the median at Hillcrest
may increase the number of accidents at Birdwood due to the
accelerated speed of vehicles at that point. Mr. Buck
stated that he was reluctant to close the median at
Hillcrest given the lack of a data base on which to make a
determination.

Mr. Towe made a motion that both medians remain open.

Dr. Hall stated that he would like to hear from the
Planning Commission on the issue.

Mr. Michael Bednart Chairman of the Planning
Commission, stated that the Planning Commission felt that
something should be done to improve the situation~at the
intersections of Birdwood and Hillcrest, but-realized that
no good solutions existed. Mr. Bednar stated that it had
been recommended that one median be closed and that
awareness of the other should be increased.

Mr. Barnes seconded Mr. Towe's motion to keep both
medians open and it was approved by the following vote.
Ayes: Mr. Barnes~ Mr. Buck, Mrs. Gleason, Mr. Towe.
