242 <br /> <br />compensation. <br /> <br />STAFF REPORT: ENHANCED 911 <br /> <br /> Mr. Hendrix stated that the 911 Board had studied the <br /> . idea of computer-enhanced 911 dispatching and the matter was <br /> being submitted to Council and the Board of Supervisors for <br /> their approval. <br /> <br /> Mr. Michael Carroll, Manager of 91,1, stated that <br /> Enhanced 911 would provide~the phone number and address of <br /> the. caller on a computer display which would help those <br /> persons who are unable to give their location as well as <br /> assist in dealing with prank calls. Mr. Carroll stated that <br /> the City, Albemarle County and University of Virginia would <br /> work with Centel to upgrade the system and to provide a data <br /> base. Mr. Carroll stated that he was asking approval from <br /> Council for the following: 1) empower the Management Board <br /> to negotiate a contract with Centel; 2) provide funding <br /> mechanism (through a surcharge of approximately $0.50 per <br /> month to Centel customers). <br /> <br /> ~Mr. Towe questionedwhat the cost would be to locate <br />houses in Albemarle County. <br /> <br /> Mr. Carroll responded that locating houses which are <br />not on numbered streets in Albemarle County would take some <br />time, but enhanced service to City customers and other <br />Albemarle County customers would not be held up during this <br />time. <br /> <br /> Responding to a question from Mr. Barnes, Mr. Carroll <br />stated that one person during the start-up time and one <br />clerical person would be needed to update information. <br /> <br /> Mrs. Gleason stated that she felt the Enhanced 911 <br />would be extremely valuable. <br /> <br /> Mrs. Gleason made a motion that Council support <br />Enhanced 911 and authorize the imposing.of a surcharge to <br />Centel customers. <br /> <br /> Dr. Hall stated that he felt Council should hold a <br />public hearing on the surcharge ~before approval of Enhanced <br />911. <br /> <br /> It was agreed that a public hearing would be held at <br />the next meeting. <br /> <br />STAFF REPORT: CLARK SCHOOL RENOVATIONS <br /> <br /> Mr. Hendrix stated that bids had been received for <br /> Clark School renovation and the low bidder was Frazier <br /> Construction COmpany of Altavista at $104,000 under the <br /> estimate. Mr. Hendrix recommended that Council accept the <br /> bid. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, Council <br /> unanimously aCcepted the bid of Frazier Construction <br /> Company. <br />STAFF REPORT: SUBSTANCE ABUSE POLICY <br /> <br /> .Mr. Hendrix stated that staff has been studying the <br />issue of a substance abuse policy, taking into consideration <br />key legal decisions. Mr. Hendrix stated that the proposed <br />policy was being submitted to Council for their <br />consideration, review and comment. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that <br />the substance abuse issue had been studied in relation to <br />the work force and the City's role was seen as protecting <br />employee health and safety.
