248 <br /> <br />Virginia, Downtown, and the Visitors Center and an <br />additional $4,048 of City funds would be necessary to <br />operate this program. Mr. Hendrix stated that these funds <br />would be matched by State and Federal funds. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />$4,048 appropriation for Trolley Service was offered and <br />carriedover to the next meeting for consideration. <br /> <br />APPROPRIATION: $642,710.60 - RIVANNA PARK CONSTRUCTION - <br />ALBEMARLE COUNTY CONTRIBUTION <br /> <br /> Mr. Hendrix stated that the appropriation represented <br />Albemarle County's share of the first phase of construction <br />at Rivanna Park and that the City would be responsible for <br />handling the finances for Rivanna Park. <br /> <br /> Mr. Buck stated that the Rivanna Park Committee had <br />met to discuss the fact that the project is significantly <br />over budget since preparation of detailed drawings and <br />specifications. Mr. Buck stated that it was still possible <br />to go ahead with most of Phase I, but that later phases <br />either needed to be scaled back, or more money needed to be <br />put into the project. Mr. Buck stated that grading bids had <br />been received under the estimate and it was recommended that <br />grading work be done at this point to take advantage of the <br />low bid. Mr. Buck noted that a new agreement would have to <br />be negotiated with the County. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />$642,710.60 appropriation for Rivanna Park was offered and <br />carried over to the next meeting for consideration. <br /> <br /> It was the consensus of Council that the grading bid <br />for Rivanna Park should be accepted and the work should go <br />forward. <br /> <br />RESOLUTION: GRANTING SPECIAL PERMIT FOR SIGMA ALPHA~MU <br />FRATERNITY FOR 619 CABELL AVENUE <br /> <br /> Mr. Hendrix stated that a letter had been received from <br />Mr. Ronald Wiley, an attorney representing the Sigma Alpha <br />Mu Fraternity, proposing the following additions to the site <br />plan: 1) existing side porch and garage to remain, 2) <br />existing garage to be repaired and modified to provide one <br />parking space and a storage area; and 3) property and <br />improvements thereon to be brought into substantial <br />compliance with applicable building, housing and other <br />health and safety codes, ordinances and regulations prior to <br />the issuance of a permanent occupancy permit. <br /> <br /> Mr. Towe commended the fraternity for cleaning up their <br />grounds and stressed that the City must now deal directly <br />with fraternities as the University will no longer be <br />responsible. <br /> <br /> Responding to a question from Mrs. Gleason, Mr. Wiley <br />stated that it would be difficult to use the maintenance <br />provision of the ordinance to revoke a special permit, but <br />the City could require continued availability of the garage <br />for automobile parking. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the <br />resolution granting a special permit to Sigma Alpha Mu <br />Fraternity was approved, with the conditions listed above, <br />by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall.
