276 <br /> <br /> Mrs. Gleason noted that this would be Mr. Roger Wiley's <br />last meeting as City Attorney and.read a resolution <br />commending him for his 14 years of service. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />resolution commending Mr. Wiley was unanimously approved by <br />Council. <br /> <br /> WHEREAS, Roger C. Wiley, Jr. has been City Attorney for <br />the City of Charlottesviolle since January of 1973; and <br /> <br /> WHEREAS, during the past fourteen years Mr. Wiley has <br />developed broadbased knowledge and expertise in the areas of <br />State and local government law; and <br /> <br /> WHEREAS, Mr. Wiley has not only played a major role in <br />developing City policy, but~has been actively involved in <br />significant activities affecting the City, including the <br />recodification of the zoning ordinance, construction fo the <br />downtown pedestrian mall, founding of McGuffey Art Center, <br />formation of the Charlottesville Transit System, and the <br />revenue sharing agreement with Albemarle County; and <br /> <br /> WHEREAS, Mr. Wiley was instrumental in the proposal, <br />development, and successful completion of the hotel on <br />Vinegar Hill; and <br /> <br /> WHEREAS, Mro Wiley has developed expertise in the area <br />of gas management which haS resulted in significant savings <br />for the City and its citizens; and <br /> <br /> WHEREAS, Mr. Wiley has advocated for laws and policies <br />which have respected the rights of individuals, protected <br />the integrity of our many varied and historic neighborhoods, <br />and helped maintain the economic well being of the City; and <br /> <br /> WHEREAS, Mr. Wiley has chosen to leave City government <br />and enter private law practice; <br /> <br /> NOW, THEREFORE, we, the City Council of the City of <br />Charlottesville, do hereby thank Mr. Wiley for his fourteen <br />years as City Attorney, during which time he provided <br />thoughtful, conscientious, often humorous, and fair counsel <br />to the Council, City employees and citizens of our <br />community. We wish Mr. Wiley much success and happiness as <br />he begins his private law practice. <br /> <br /> Mr. Wiley stated that it had been a privilege to serve <br />City Council and the City and he was grateful that he had <br />been allowed to exercise independent~and impartial judgment <br />without partisan interference. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Barnes, Council <br /> unanimously voted to meet in executive session to discuss <br /> personnel matters, disposition of property, and legal <br /> matters and exempted by Section 2.1-344(a) (1), (2), and (6) <br /> of ~he Virginia Freedom of Information Act. <br /> <br />~eetingpresident was adjourned.~r~k ~_~ ~, <br /> <br /> <br />
