275 <br /> <br />to the County of Albemarle of property on State Route <br />742 (Avon Street Extended) to be dedicated to public <br />use for road purposes. <br /> <br /> A copy of such document shall be kept on file with the <br />minutes of the Council meeting at which this resolution was <br />adopted. <br /> <br />ORDINANCE: RELATING TO COMPENSATION OF MEMBERS OF PLANNING <br />COMMISSION (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br /> REORDAIN. SECTION 2-90 OF THE CODE OF THE CITY OF <br /> CHARLOTTESVILLE, 1976, RELATING TO THE ELECTION OF OFFICERS <br /> AND COMPENSATION OF MEMBERS OF THE CITY PLANNING <br /> COMMISSION," which was offered at the August 3rd meeting, <br /> was approved by the following vote. Ayes: Mr. Barnes, Mr. <br /> Buck,'Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: None. <br /> <br />ORDINANCE: CLOSINGA PORTION OF RAILROAD AVENUE <br /> <br /> Mr. O'Connell stated that neither staff nor the viewers <br /> objected to closing a portion of Railroad Avenue and noted <br /> that the City will maintain a perpetual easement on the site <br /> for utilities. <br /> <br /> On motion by Mrs. G!eason, seconded by Dr. Hall, the <br />ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING A PORTION OF RAILROAD AVENUE" was offered and <br />carried over to the next meeting for consideration. <br /> <br />ORDINANCE: CLOSING A PORTION OF AN ALLEY OFF E. JEFFERSON ST. <br /> <br /> Mr. O'ConnelI stated that there had been some concern <br /> on the part of neighbors concerning closing a portion of the <br /> alley on E. Jefferson St. <br /> <br /> Mr. Higgins stated that he had met with the neighbor in <br />question and it was felt that the problem could be addressed <br />by leaving the end of the alley open which would allow the <br />property owner to access her property. <br /> <br /> Mr. Fred Bugsley, architect for the project requesting <br />the alley closing, stated that alternate sketches would be <br />submitted which leave the end of the alley open. <br /> <br /> Mr. Towe stated that he felt measures should be taken <br />by the City which will ensure that the alley is not blocked. <br /> <br /> On motion by Mrs.Gleason, seconded by Dr. Hall, the <br />ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING A PORTION OF AN ALLEY OFF E. JEFFERSON ST." <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Chapman stated that it was estimated that $367,000 <br /> to $400,000 would be needed to complete the rehabilitation <br /> of the scattered public housing sites that have been <br />:approved and noted that approximately $295,000 in CDBG funds <br /> could be used. Mr. Chapman stated that the CDBG Task Force <br /> has not considered use of the CDBG funds. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, staff <br />was unanimously directed to go forward with the project and <br />that a meeting be set up with the CDBG Task Force to discuss <br />use of CDBG funds for the rehabilitation of the scattered <br />housing sites. <br /> <br /> <br />
