ORDINANCE: RELATING TO COMPENSATION OF MEMBERS OF PLANNING COMMISSION (2nd reading) The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN. SECTION 2-90 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, RELATING TO THE ELECTION OF OFFICERS AND COMPENSATION OF MEMBERS OF THE CITY PLANNING COMMISSION," which was offered at the August 3rd meeting, was approved by the following vote. Ayes: Mr. Barnes, Mr. Buck,'Mrs. Gleason, Dr. Hall, Mr. Towe. Noes: None. ORDINANCE: CLOSINGA PORTION OF RAILROAD AVENUE Mr. O'Connell stated that neither staff nor the viewers objected to closing a portion of Railroad Avenue and noted that the City will maintain a perpetual easement on the site for utilities. On motion by Mrs. G!eason, seconded by Dr. Hall, the ordinance entitled "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING A PORTION OF RAILROAD AVENUE" was offered and carried over to the next meeting for consideration. ORDINANCE: CLOSING A PORTION OF AN ALLEY OFF E. JEFFERSON ST. Mr. O'ConnelI stated that there had been some concern on the part of neighbors concerning closing a portion of the alley on E. Jefferson St. Mr. Higgins stated that he had met with the neighbor in question and it was felt that the problem could be addressed by leaving the end of the alley open which would allow the property owner to access her property. Mr. Fred Bugsley, architect for the project requesting the alley closing, stated that alternate sketches would be submitted which leave the end of the alley open. Mr. Towe stated that he felt measures should be taken by the City which will ensure that the alley is not blocked. On motion by Mrs.Gleason, seconded by Dr. Hall, the ordinance entitled "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING A PORTION OF AN ALLEY OFF E. JEFFERSON ST." was offered and carried over to the next meeting for consideration. PUBLIC There were no matters by the public. OTHER BUSINESS Mr. Chapman stated that it was estimated that $367,000 to $400,000 would be needed to complete the rehabilitation of the scattered public housing sites that have been :approved and noted that approximately $295,000 in CDBG funds could be used. Mr. Chapman stated that the CDBG Task Force has not considered use of the CDBG funds. On motion by Mrs. Gleason, seconded by Dr. Hall, staff was unanimously directed to go forward with the project and that a meeting be set up with the CDBG Task Force to discuss use of CDBG funds for the rehabilitation of the scattered housing sites.
