Mr. Buck <br />recommended that this program be considered as part of the <br />City's budget initially. <br /> <br /> Mr. Tom Vandever, Director of the Independence Resource <br />Center, stated that a need exists in the Belmont <br />Neighborhood for housing for the blind and handicapped, that <br />a location has been identified, and the funding would be a <br />one-time expense. <br /> <br /> Mr. SatYendra Huja, Director of Community Development, <br />stated that the Public Works staff may be able to implement <br />the rental occupancy program with a smaller amount of <br />funding. Mr. Huja recommended that part of the revolving <br />loan funds be used for renovation of the scattered housing <br />sites. <br /> <br /> Mr. Lawrence Burrus,. CDBG Task Force member, <br />recommended that the $100,000 designated for 10th and Page <br />Street be used for the scattered site housing program. <br /> <br /> Mr. Buck stated that he has cOntinuing concerns about <br />the homeless shelter issue proposed by the Monticello Area <br />Community Action Agency, such as what its cost will be in <br />the long run and whether emphasis should be put on <br />short-term housing or whether the City's resources should be <br />put into long-term housing. <br /> <br /> Ms. Cynthia Stratton, CDBG Task Force Chairman, stated <br />that she felt MACAA's shelter proposal would meet an <br />immediate need. <br /> <br /> Mr. Pynke Gohanner, representing MACAA, stated that the <br />proposed shelter would not only provide short-term housing, <br />but would be a training facility to help families move <br />successfully into long-term housing. <br /> <br /> Mr. Buck requested that the staff make recommendations <br />as to funding alternatives to both Council and the CDBG Task <br />Force, that the Task Force meet to reconsider use of the <br />CDBG funds and make another recommendation to Council. <br /> <br />CHILDREN AND YOUTH TASK FORCE <br /> <br /> Ms. Helen Beckstrom, Social Planner for the City, <br />stated that a Youth Forum had been held last winter in an <br />effort to make programs for children and youth more <br />productive and more cooperative. Ms. Beckstrom stated that <br />it had been recommended that programs for children not <br />considered at-risk also be studied. Ms. Beckstrom stated <br />that it was recommended that the Task Force be charged with <br />studying the following areas regarding program for children: <br />planning, coordination, prevention and intervention, <br />family reinforcement, and day care. Ms. Beckstrom requested <br />that Council approve the charge of the Task Force and <br />appoint a member to a Blue Ribbon Panel which would <br />be made up of representatives from the City, County, schools <br />and court system and act as a policy board for the Task <br />Force. Ms. Beckstrom stated that the Task Force would <br />divide up into subcommittees to study the various areas <br />listed above. <br /> <br /> Mr. Buck recommended that additional emphasis be put on <br />what attracts families with young children to a community, <br />including recreational and summer programs. Mr. Buck stated <br />that he was concerned with the Blue Ribbon Panel only <br />providing another layer of bureaucracy and recommended <br />involving the people recommended for the Panel on the <br />steering committee of the Task Force. <br /> <br /> It was recommended that staff incorporate the above <br />comments and provide additional recommendations to Council. <br /> <br /> <br />
