Mr. Cox said he has not made up <br />his mind about reversion, but feels it is Council's obligation to support the right of the public <br />to petition their government. Mr. Cox said he hopes the public will support Council's effort. <br /> <br /> The decision to appeal the reversion decision was approved by the following vote. <br />Ayes: Mr. Cox, Ms. Daugherty, Ms. Slaughter. Noes: Ms. Richards and Mr. Toscano. <br /> <br /> Ms. Slaughter noted that Council has not made a decision to file for reversion, but <br />added that if the reversion statute had not been on the books the City and County would not <br />be negotiating. <br /> <br />RESOLUTION: APPROVING ISTEA GRANT FOR AIRPORT <br /> <br /> Mr. O'Connell explained that the Airport is reapp134ng for ISTEA funds for <br />improvements to Airport Road which will include pedestrian and bike lanes. Mr. O'Connell <br />said that no City funds are involved. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the resolution approving the <br />ISTEA grant for the Airport was unanimously approved. <br /> <br /> WHEREAS, pursuant to the Intermodal Surface Transportation Efficiency Act <br />(ISTEA) certain federal funds are available pursuant to the Virginia Department of <br />Transportation for transportation enhancement projects; and <br /> <br /> WHEREAS, the Charlottesville-Albemarle Airport Authority and the County of <br />Albemarle plan to submit an application to the Virginia Department of Transportation seeking <br />ISTEA funds for a project to construct improvements to a portion (0.8 miles) of State Route <br />649 (Airport Road) in Albemarle County, which project includes landscaping, bicycle lanes, <br />and sidewalks; and <br /> <br /> WHEREAS, the Charlottesville-Albemarle County Metropolitan Planning Organization <br />(MPO) has endorsed the project by resolution dates January 5, 1998, as being in accordance <br />with its Transportation Improvement Plan (TIP); and <br /> <br /> WHEREAS, the project appears meritorious and of benefit to the community served by <br />the MPO in that the Charlottesville-Albemarle Airport is an essential intermodal link for the <br />Charlottesville-Albemarle region and plays a critical role in the advancement and promotion <br />of tourism in this region; and <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of <br />Charlottesville, Virginia fully supports the application of the Airport Authority and Albemarle <br />County for ISTEA funds for this project; and <br /> <br /> BE IT FURTHER RESOLVED that approval of this resolution is conditioned upon a <br />resolution by the Albemarle County Board of Supervisors Wherein Albemarle County agrees <br />to pay the twenty percent (20%) local match of funds towards the total cost for planning, <br />design, right of way, and construction of this project, and to reimburse the Virginia <br />Department of TranSportation for costs expended by it should the Airport Authority and the <br />County of Albemarle subsequently elect to cancel this project. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Slaughter noted that the ordinance expanding the permit parking zone in the <br />Venable neighborhood will make the new areas eligible for permit parking. <br /> <br /> Ms. Richards noted that parking permits are available to residents regardless of whether <br />they are renters or owners. <br /> <br /> Mr. O'Connell said that the parking issue on University Circle will be discussed with <br />apartments owners and University officials. <br /> <br />The minutes of January 5th were amended by Mr. Toscano. <br /> <br /> <br />
