145 <br /> <br /> Mr. Toscano said that he will support the appropriation for the Festival of the Book, <br />but said that if Council wants to continue to fund them, they should get into the budget cycle. <br />Mr. Toscano said that this appropriation raises the question of how to treat all festivals <br />because they all benefit the community. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the following consent agenda <br />items were unanimously approved. <br /> <br />a. Minutes of December 1, 5, 12, 15, and 22 and January 5 <br /> <br />b. APPROPRIATION: $73,032 - Law Enforcement Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the sum <br />of $65,729.00, to be received as a block grant from the U.S. Department of Justice, is hereby <br />appropriated to expenditure account t 1-270-041158 in the Grants Fund for the purchase of <br />computer equipment, radio equipment, forensic training, crime prevention materials, and a <br />community messaging system. The 10% local match of $7,303.00 shall be transferred from <br />expenditure account 05-270-041010-53199 in the Police Department budget to expenditure <br />account 11-270-041158, for a total appropriation of $73,032.00. This appropriation is <br />conditioned upon receipt of $65,729.00 from the U.S. Department of Justice under <br />Police/Local Law Enforcement Block Grant 97LBVX2506. <br /> <br />c. APPROPRIATION: $106,110 - CopsMore Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $106,110.00, to be received as a COPS MORE grant from the U.S. Department of <br />Justice, is hereby appropriated to expenditure account 11-270-041151, to be combined with <br />the local match of $35,370.00 appropriated by Council on December 1, 1997. These grant <br />funds will pay for overtime payments for community policing activities, a civilian property <br />clerk position and a cMlian training coordinator position. <br /> <br />d. APPROPRIATION: $22,609 - Jefferson Madison Regional Library <br /> (carried over) <br /> <br />e. RESOLUTION: Approving permit parking for Cherry Avenue <br /> <br /> WHEREAS, residents or Cherry Avenue between 10th Street, S.W. and Spring Street <br />have requested that City Council designate that street as a restricted parking block; and <br /> <br /> WHEREAS, in accordance with the permit parking regulations, the City Traffic <br />Engineer has conducted on street parking surveys and mailed notice to all residents of the <br />affected rea that Council will consider designating such area as a restricted parking block; and <br /> <br /> WHEREAS, the surveys have shown that at least 75% of the total number of on street <br />parking spaces in the proposed restricted parking block were occupied, and at least 50% of <br />the total number of on street parking spaces in that block were occupied by commuter <br />vehicles; and <br /> <br />WHEREAS, Council has considered: <br /> <br />(a) the purpose and intent of the permit parking ordinance and regulations; <br /> <br /> (b) the alternate means of transportation, if any, to and from the restricted parking <br />blocks being established; <br /> <br /> (c) the adverse impact that restricting parking in such blocks might have on nearby <br />neighborhoods that do not have permit parking; and <br /> <br /> (d) the adverse impact that such restrictions may have on the non-residents of the <br />proposed restricted parking block and their ability to find available parking near their place of <br />work; now, therefore <br /> <br /> <br />
