148 <br /> <br />COUNCIL CHAMBER - February 2, 1998 <br /> <br /> Council met in regular session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br /> Ms. Slaughter welcomed the arrival of Matthew Tramontin Toscano, Mr. Toscano's <br />son. <br /> <br />PUBLIC <br /> <br /> Mr. Richard Collins said that he assumes that STAMP will have to take -up the initiative <br />regarding the 4freview of the Meadowcreek Parkway. Mr. Collins said that he feels that if <br />people on Park Street and Rio Road see that the parkway won't meet their needs they may <br />change their minds and those of Council about supporting the parkway. Mr. Collins said that <br />STAMP will work on a plan for that area. Mr. Collins noted that there will be significant <br />congestion on the 250 Bypass with the parkway. Mr. Collins said he would like to have the <br />reports of the Meadowcreek Parkway Design Committee made more available and <br />understandable to the public. Mr. Collins asked that Council better instruct the design <br />committee regarding Council's conditions for the parkway. <br /> <br /> Mr. Rick Jones, property owner on University Circle, presented at letter from Mr. <br />Arthur Thiele, also a property owner on University Circle, protesting the removal of parking. <br />Mr. Jones presented a petition signed by 16 property owners on University Circle urging <br />Council to direct the traffic engineering department to cancel plans to removal on-street <br />parking and to work with members of the property owners group to address parking issues. <br />Mr. Jones said he only learned on Wednesday about the removal of parking, and as of this <br />date, 40% of the University Circle property owners oppose the plan and were never <br />consulted. Mr. Jones urged Council to postpone the removal of parking and direct staff to <br />work with the owners to solve the problems. Regarding extending permit parking to <br />University Circle, Mr. Jones presented a petition signed by 15 property owners in opposition <br />to the permit parking zone. Instead, Mr. Jones recommended that staff work with the <br />property owners to recommend changes to the permit parking regulations. <br /> <br /> Mr. Wade Tremblay, property manager on University Circle, said that the property <br />owners are part of the neighborhood and are committed to having strong neighborhoods. <br />Mr. Tremblay said that some of the Neighborhood Protection Task Force recommendations <br />appear to be implemented on a spot basis without discussions with property owners. Mr. <br />Trembtay said he is also concerned about the proposal for downzoning changes <br />recommended by the Task Force. <br /> <br /> Mr. Robert Brugh, property owner on University Circle, said that he has 10 to 12 cars a <br />month to~ved on University Circle due to illegal parking, and said that the parking does not <br />need to be eliminated as he feels doing so will just add to the number of parking violations. <br />Regarding West Main Street properties, Mr. Brugh said that some properties have been <br />designed as contributing and others as non-contributing, and he proposed that Council issue a <br />credit for non-contributing properties to entice owners to tear the buildings down and allow <br />new ones to be built. 1~. Brugh asked who he could contact about this proposal. <br /> <br /> Mr. O'Connell recommended that Mr. Brugh contact Mr. Ron Higgins, Acting Director <br />of Community Development. <br /> <br /> Mr. Jeff Snyder, 1 University Circle, house manager for a fraternity at that location, <br />said that the fraternity has 5 parking spaces and 24 residents, and up to 60 visitors, and <br />removing the parking will have an impact on the residents there and will mean that residents <br />will have to rely on parking in adjacent neighborhoods. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Richards requested that the appropriation for the Visitors Center be removed frQ~ <br />the consent agenda. <br /> <br /> <br />
