149 <br /> <br /> Mr. Toscano requested that the ordinance expanding the permit parking zone and the <br />ordinance closing an alley between Mason and Franklin streets be removed from the consent <br />agenda. <br /> <br /> Mr. Jim Marshall, Traffic Engineer, noted that the resolution approving permit parking <br />for 10th Street must be acted on after the zone is expanded, so that item was removed from <br />the consent agenda as well. <br /> <br /> Responding to a question from Ms. Richards, Mr. Higgins said that the CDBG <br />reprogramming for the leadership program was an expansion of the Clark math and science <br />program to Walker School <br /> <br /> Responding to a question from Ms. Richards, Mr. Higgins said that the funds for the <br />10th and Page housing rehabilitation are being reprogrammed because the money has to be <br />used or lost. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Higgins said that the reprogramming <br />was recommended by the CDBG Task Force. <br /> <br /> Ms. Richards noted that the Clark program and Elizabeth Crabtree have won major <br />awards for the math and science program. Ms. Richards said she does not understand why <br />funds for this program are not a line item in the school budget, and she would like Council to <br />follow up on this with the School Board. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the following consent agenda <br />items were unanimously approved by Council. <br /> <br />a. APPROPRIATION: $22,000- Jefferson Madison Regional Library (carryover <br /> funds) (2nd reading) <br /> <br /> WHEREAS, the Jefferson-Madison Regional Library accrued a budget surplus in <br />Fiscal Year 1996-97, and the City's share of such surplus is determined to be $22,609; and <br /> <br /> WHEREAS, the Library Board has requested that this surplus be used for the purpose <br />of funding the upgrade of its automation system; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $22,609 is hereby permitted to be carried over from Fiscal Year 1996-97 as a <br />continuing appropriation and expended in fiscal year 1997-98 by the Jefferson-Madison <br />Regional Library for the above-stated purpose. <br /> <br />b. APPROPRIATION: $8,200 - Virginia Festival of the Book (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $8,200.00, is hereby appropriated from the unappropriated balance of the General <br />Fund to expenditure account 05-301-071052 for payment of certain printing and mailing <br />expenses to promote the Virginia Festival of the Book on March 18-22, 1998. <br /> <br />c. APPROPRIATION: Community Development Block Grant - Reprogramming <br /> (carried over) <br /> <br />PRESENTATION: VIRGINIA MUNICIPAL LEAGL~ <br /> <br /> Ms. Beth McDonald, Director of Marketing and Member Services for the Virginia <br />Municipal League, asked for Council's thoughts on VIML's services and how VML could <br />better meet Charlottesville's needs. <br /> <br /> Ms. Slaughter said she feels more help and leadership is needed from VML to get the <br />state to reinvest in cities. <br /> <br /> <br />
