Mr. Toscano said that he hears the concerns by property owners that a <br />change needs to be made, and the question is how to do that in a way to hurt the least <br />number of people, b/Ir. Toscano noted that staff recommended removing the parking on <br />University CirCle in order to enhance safety. <br /> <br /> Mr. O'Connell explained that staff looked at the overall traffic situation on University <br />Circle in early December. One issue was the continual blocking of traffic on the first block <br />due to double parking and other illegal parking which blocked access for public safety <br />vehicles and residents. The other issue is the request for permit parking in the entire <br />University Circle area, though the City's traditional permit parking regulations do not solve <br />the problem there because there are more cars than spaces available. Mr. O'Connell said that <br />the University has said that they have more than enough parking available for their students, <br />and students who live on the street could park in University parking areas and use the <br />University Transit System. <br /> <br /> Mr. Gouldman noted that University Circle was added to the expanded permit parking <br />zone when the request for permit parking was made by t 0th Street residents, but the second <br />step of actually creating permit parking on UniVersity Circle is not before Council. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. Gouldman said that current permit <br />parking regulations require approval by 75% of affected households (one signature from <br />each), and eaCh apartment on University circle is eligible. Mr. Gouldman said that no more <br />than five permits per structure are allowed. <br /> <br /> Ms. Richards said she would like to see the parking on University Circle addressed as it <br />has been a concern to the neighborhood for some time. <br /> <br /> Ms. Slaughter said that she would like to see staff and the neighborhood come up with <br />a solution: Ms. Slaughter said that one of her frustrations has been trying, unsuccessfully, to <br />get U. Va. to be more restrictive with student cars: Ms. Slaughter noted that the University <br />has said it will guarantee students a place to park and she would like to encourage students to <br />ride buses. <br /> <br /> Ms. Richards said she is appreciative of the comments made by Mr. Jones and Mr. <br />Tremblay earlier in the meeting, such as the suggestion to make property owners responsible <br />for assigning parking permits to their tenants. Ms. Richards said she supports the ordinance <br />before Council and having staff review the permit parking requirements for University Circle. <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 15-204 OF ARTICLE V OF CHAPTER 15 OF THE CHARLOTTES'vqLLE <br />CITY CODE, 1990, AS A2vlENDED, EXPANDING PERMIT PARKING ZONE 3," which <br />was offered at the January 20th meeting, was approved by the following vote. Ayes: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. Noes: None. <br /> <br />RESOLUTION: APPROVING PERMIT PARKING FOR 10TH STREET, N.W. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the resolution approving permit <br />parking for 10th Street, N.W. was unanimously approved by Council. <br /> <br /> WHEREAS, residents of 10th Street, N.W. between Page Street and West Street have <br />requested that City Council designate that street as a restricted parking block; and <br /> <br /> WHEREAS, in accordance with the permit parking regulations, the City Traffic <br />Engineer has conducted on street Parking surveys and mailed notice to all residents of the <br />affected rea that Council will consider designating such area as a restricted parking block; and <br /> <br /> WHEREAS, the surveys have shown:that at least 75% of the total number of on street <br />parking spaces in the proPosed restricted parking block were occupied, and at least 50% of <br />the total number of on street parking sp~,e.s~n that block were occupied by commuter <br />vehlcles-,~, and '. ~'' <br /> <br /> <br />
