AS, Council has considered: <br /> <br />(a) the purpose and intent of the permit parking ordinance and regulations; <br /> <br /> (b) the alternate means of transportation, if any, to and from the restricted parking <br />blocks being established; <br /> <br /> (c) the adverse impact that restricting parking in such blocks might have on nearby <br />neighborhoods that do not have permit parking; and <br /> <br /> (d) the adverse impact that such restrictions may have on the non-residents of the <br />proposed restricted parking block and their ability to find available parking near their place of <br />work; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville that 10th Street, n.W. <br />between Page Street and West Street is hereby designated as a restricted parking block. <br /> <br />ORDINANCE: CLOSING AN ALLEY BETWEEN MASON AND FRANKLIN <br />STREETS <br /> <br /> Mr. Toscano said that he has looked at the site of the proposed alley dosing, and is <br />concerned about the plans to turn the units into rental units. Mr. Toscano noted that this is <br />not what Council is trying to accomplish wkh its housing policy, and feels that an alley <br />closing should have a public benefit. <br /> <br /> Mr. Cox expressed agreement with Mr. Toscano, and said that the proposal does not <br />advance the cause of increasing homeownership. <br /> <br /> Mr. Higgins explained that a rental house sits on the unopened right-of-way, and in <br />addition to maintaining this rental house, the owner would like to build four additional rental <br />houses. Mr. Higgins said that the property owner could build eight housing units if he builds <br />a street on Midland, and feels that the housing is hard to market as owner occupied because <br />of the trailer park and stockyard adjacent to the property. <br /> <br /> On motion by Mr. Cox, seconded by Mr. Toscano, the ordinance closing an alley <br />between Mason and Franklin Street was unanimously denied by Council. <br /> <br />PUBLIC <br /> <br /> Mr. Rick Jones asked if the 16 parking spaces on the first block of University Circle <br />will still be removed, and Mr. O'Connell said that the spaces will be removed, but he will <br />delay the implementation one week. <br /> <br /> Mr. Jones noted that 50% of the property owners on University Circle disagree with <br />the decision to remove the parking, and he feels it is inappropriate for the City to take this <br />action because the City is mad at the University for their refusal to restrict student cars. <br /> <br /> Ms. Slaughter disagreed with Mr. Jones' comment and said that the City is taking the <br />action since the University has said it will provide parking. <br /> <br />Mr. Jones said removing parking is not a good solution to illegal (double) parking. <br /> <br />OTHER COUNCIL OR STAFF REPORTS: RECEIPT OF FHWA LETTERS RE: <br />MEADOWCREEK PARKWAY <br /> <br /> Mr. Gouldman said that the City has received two letters following the City's request <br />that. the Federal Highway Administration (FI-BVA) reconsider ks decision not to conduct a 4f <br />review of the Meadowcreek Parkway. The responses asserted again that neither phase I or II <br />of the Parkway is considered a federal project, and therefore neither a 4freview or other <br />reviews are required. The letters also contend that the environmental study already <br /> <br /> <br />
