161 <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />City Manager is hereby authorized to execute on behalf of the City the following document, <br />in form approved by the City Attorney: <br /> <br />Lease between Bonnie DUrme (Tenant) and the City of Charlottesville <br />(Lessor) for the rental of property at 1251 Pen Park Road (Wayland House). <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br />RESOLUTION: SUPPORTING INCREASED STATE FUNDING FOR PLANNING <br />DISTRICT COMMISSIONS <br /> <br /> Ms. Slaughter said that she has received a request from the Planning District <br />Commission for Council's support of a state budget amendment to increase state funding for <br />planning district commissions. <br /> <br /> Ms. Daugherty made a motion to approve the resolution, and Mr. Toscano seconded <br />the motion on the condition that a clause be added that approval is conditional on no <br />additional local matching requirement for funding. <br /> <br /> The resolution supporting increased state funding for planning district commissions was <br />unanimously approved, as amended by Mr. Toscano <br /> <br /> WHEREAS, the planning district commissions throughout the Commonwealth <br />serveboth state and local interests; and <br /> <br /> WHEREAS, the state funding for planning district commissions would support the <br />state's interest in regional planning, and the use of regional planning as a basis for state-wide <br />planning; and <br /> <br /> WHEREAS, the local contribution to the Thomas Jefferson Planning District <br />Commission increases every year as a result of population growth; and <br /> <br /> WHEREAS, additional state support would assist the planning district commissions to <br />help both the state and local governments; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of <br />Charlottesville supports increased state funding for planning district commissions and urges <br />the passage of the budget amendment to do so, on the condition that such increased state <br />funding does not include a local matching requirement. <br /> <br />Budget work sessions were tentatively set for March 12, 13, 19, 26 and April 9th. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, Council unanimously voted to <br />meet in executive session for the purpose of appointing members to various City boards or <br />agencies and for three additional personnel matters, all as authorized by Section <br />2.1-344(A)(1) of the Virginia Code; for the purpose of considering the acquisition or use of <br />real property for public purpose, or the disposition of publicly held property, as authorized by <br />Section 2.1-344(A)(3) of the Virginia Code, and more specifically described as property near <br />Cherry Avenue; and for the purpose of consultation with legal counsel and briefings by staff <br />members, consukants or attorneys, pertaining to probable litigation, or other specific legal <br />matters requiring the provision of legal advice by counsel, as authorized by Section <br />2.1-344(A)(7) of the Virginia Code. The substance of the matters to be discussed can <br />reasonably be identified as follows: changes in the form of local government structure, and <br />related alternatives. An executive session on this subject is also authorized by Section <br />15.1-945.7(D) of the Virginia Code. <br /> <br /> <br />
