167 <br /> <br /> Mr. Gouldman said that the Jail Authority will have the opportunity to vote on the <br />changes once they are approved by Council and the Board of Supervisors. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Cox, the resolution amending the Jail <br />Authority agreement was unanimously approved by Council. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> At the request of Mr. Toscano, the budget work session on Mach 19th was changed to <br />7:30 p.m. <br /> <br /> It was noted that the April 9th tentative work session date conflicts with the proposed <br />trip to Chattanooga. <br /> <br /> Mr. Toscano suggested that Councilors get any budget questions to the City Manager's <br />office ahead of time and that staff.flag general categories for discussion at the work sessions. <br /> <br /> Mr. O'Connelt recommended that any questions be given to him by March 6th and then <br />staff.will propose agendas for the work sessions. <br /> <br />Ways to solicit public comment on the budget were discussed. <br /> <br /> Ms. Slaughter announced that the Mayor's Neighborhood Conference will be held on <br />March 28th and will feature Ian Lockwood from West Palm Beach, Florida, who will discuss <br />traffic calming. <br /> <br /> Mr. Cox invited Council and the public to attend the last of four sessions on the <br />Fifeville transition zone on March 7th. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, Council unanimously voted <br />to meet in executive session for the purpose of appointing members to various City boards or <br />agencies, and discussion of two personnel matter as, as authorized by Section 2.1-344(A)(t) <br />of the Virginia Code, and for the purpose of consultation with legal counsel and briefings by <br />staff.members, consultants or attorneys, pertaining to probable litigation, or other specific <br />legal matters requiring the provision of legal advice by counsel, as authorized by Section <br />2.1-344(A)(7) of the Virginia Code. The substance of the matters to be discussed can <br />reasonably be identified as follows: changes in the form of local government structure, and <br />related alternatives. Am executive session on this subject is also authorized by Section <br />15.2-2907(D) of the Virginia Code. <br /> <br /> Council reconvehed in open session and, on motion by Mr. Toscano, seconded by Ms. <br />Daugherty, certified, with Ms. Richards absent for the vote, that, to the best of each <br />member's knowledge, (i) only public business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive meeting to which this <br />certification resolution applies, and (ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, discussed or considered by the <br />Council. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, Dr. Michael Dickens, Mr. <br />Richard Merriwether, and Ms. Deborah Pomerantz were appointed to the Commission on <br />Children and Families, with Ms. Richards absent for the vote. <br /> <br /> <br />
