(2nd reading) <br /> <br />PUBLIC HEARING: ANNUAL TAXRATE <br /> <br /> Mr. O'Connell explained that the annual tax rate is proposed to stay at its current rate <br />of $1.11. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing was <br />closed. <br /> <br />PUBLIC HEARING: CITY MANAGER'S PROPOSED FY 98-99 BUDGET <br /> <br />The public heating was opened. <br /> <br /> Ms. Tammy Cavanaugh, Route 7 Box 3473, Palmyra, JABA Senior Center Supervisor, <br />said that the Senior Center is not just a lunch program for low income persons. Ms. <br />Cavanaugh read statements from the following participants in the Senior Center programs: <br />Edith Durrette (transportation to the site is an issue, CTS is not easy to tide); Dr. Earl <br />Simpson (he has been attending for three years and the Center offers diverse programs); <br />Carlisa Anderson (the Center is cleaner, nicer and has more room than Carver Center did); <br />Mary Myer (she is excited about future classes); Lilian Carey (she is a new member and likes <br />the new location); Pearl Braxton (she has been a member for six years and uses JAUNT; <br />CTS should be made more senior friendly). <br /> <br /> Ms. Lucy Harman, 829 Nalle Street, thanked Council for approving the special permit <br />for JABA's Senior Center. Ms. Haman said that the Center needs more help financially since <br />it is larger. <br /> <br /> Ms. Kathryn Bell, a resident of Crescent Hall, said she is a long-time member of the <br />Center, and is pleased with the enhanced programs being offered. <br /> <br /> Ms. Virginia Roy, 511 North 1st Street, a member Of JABA's Advisory Council, <br />requested that Council approve JABA's request for rent and utility costs for the Senior <br />Center. Ms. Roy said that residents of Woolen Mills and Belmont are joining the Center. <br /> <br /> Mr. John Halladay, Director of the Jefferson-Madison Regional Library, said that he <br />hopes Council will support funding for the Library as recommended by the City/County <br /> <br /> <br />
