Mr. Halladay said that Library staff are beginning a long-range planning <br />process for the Library. <br /> <br /> Ms. Joy Johnson, expressed concern that only $15,000 is proposed for landscaping in <br />private yards in conjunction with the 9th/10th Street realignment, and asked what will be <br />done about traffic calming in the area. <br /> <br /> Ms. Becky Waybright, Executive Director of the Free Clinic, requested that funding for <br />the Free Clinic be included in the City budget in the amount of $6,867. Ms. Waybright said <br />that local funding helps the Free Clinic leverage funding from other sources. <br /> <br /> Dr. John Owen, 106 Talleyhoe Drive, a member of the Board of Directors for the Free <br />Clinic, said that the Free Clinic is doing a great job and has been a cooperative venture from <br />the beginning. <br /> <br /> Mr. Gary Westmoreland, 400 Monroe Lane, said that he does not consider a budget <br />increase of 4% a no-frills budget, and urged Council to reduce spending and taxes. <br /> <br /> Ms. Anne Hemenway, 800 Park Street, said that North Downtown Residents <br />Association residents have been working on a proposal for traffic calming on Park Street and <br />surrounding streets, and she encouraged Council to add more funding for traffic calming. <br /> <br /> Dr. Otis Lee, 1876 Woodberry Road, thanked Council for their work to help make <br />Charlottesville more beautiful. Dr. Lee said that he has had to spend $70 a month to remove <br />trash at 632 Ridge Street and other locations because residents are not purchasing trash <br />stickers, and he asked Council to do away with the trash sticker requirement. <br /> <br /> Mr. John Conover, 104 W. High Street, supported the addition to the budget for traffic <br />calming and said he hopes Council wilt continue to fund traffic calming projects. <br /> <br /> Mr. Robert M. Burke, 70 t E. High Street, a member of the Council for the Visually <br />Blind and Impaired, asked Council to keep money in the budget for CTS and JAUNT and to <br />support Saturday and night transportation. <br /> <br /> Ms. Cheryl Wade, Virginia Foundation for the Humanities, said that she appreciates <br />Council's support for the Festival of the Book, and asked Council to help keep the event free <br />by including funding in the 1998-99 budget. <br /> <br /> Mr. Hal Noakes, 622 Wilder Drive, thanked Council for funding traffic calming and <br />urged Council to use Park Street as a prototype for traffic calming in the City. <br /> <br /> Ms. Karen Kastner, 937 Belmont Avenue, announced that a City Council candidates <br />forum will be held on April 21 st and the Fourth Annual Family Health Day will be held on <br />Hinton Avenue on May 2. Ms. Kastner said that the Belmont Neighborhood Association <br />supports increased funding for JABA's Senior Center, adding that the Association would like <br />to see it become a community center. <br /> <br /> htr. Kevin Lynch, 609 Locust Avenue, said he is encouraged that funding for enhancing <br />neighborhoods is in the budget. Mr. Lynch said that the City's program to boost downtown <br />has been successful and he hopes they can do the same in neighborhoods. Mr. Lynch said <br />neighborhoods need to be involved earlier in the budget process. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br /> Ms. Slaughter noted that the Mayor's Neighborhood Conference will be held on March <br />28th and will have a major focus on traffic calming. <br /> <br /> <br />
