178 <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br /> A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, March 18, <br /> 1998 AT 7:30 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLO~WS: <br /> Budget Work Session <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> BASEMENT CONFERENCE ROOM - March 18, 1998 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br />BUDGET WORK SESSION <br /> <br />TRANSIT AND CAPITAL BUDGET <br /> <br /> Ms. Helen Poore, Transit Manager, said that the City has applied for $1 million for the <br />transfer center and to replace two trolleys and the amount has been included in the state grant <br />for federal funds. <br /> <br /> Responding to a question from Mr. Cox about bus service to Pantops, Ms. Poore said <br />that the County pays for service into the County, but they have not expressed interest in <br />providing service to Pantops this year. <br /> <br /> Responding to a question from Ms. Richards, Ms. Poore said that 28% to 30% of the <br />CTS operating budget is from local funds. <br /> <br /> Ms. Poore explained that adding a marketing coordinator/analyst and increasing <br />headways on route 7 are unfunded priorities. <br /> <br /> Mr. Cox asked if efforts have been made to work with the University Transit Service <br />(UTS) on consolidating service, especially on the loop between U. Va. and downtown. <br /> <br /> Ms. Poore responded that there have been ongoing discussions with UTS, but UTS has <br />a different mission than CTS, which is mainly mooring students and employees from parking <br />lots to University locations. Ms. Poore noted that the University has agreed to include the <br />transfer center in its route when it is buik on West Main Street. <br /> <br /> Responding to a question from Ms. Daugherty, Ms. Poore said that the ridership on <br />route 4 increased by 27% and on route 6 increased by 38%. <br /> <br />Mr. Cox and Ms. Slaughter expressed interest in increasing the frequency of route 7. <br /> <br /> Mr. Toscano asked ifstaffdo a cost benefit analysis of all routes, and Ms. Poore said <br />that there is currently only one route with low ridership, route 1, and that is the only route to <br />PVCC, East Market Street and Belmont. Ms. Poore noted that other routes with low <br />ridership were eliminated last year. <br /> <br /> Responding to a question from Mr. Toscano, Ms. Poore said that traffic delays have <br />been occurring on West Main Street because of the elimination of left turn lanes, but noted <br />that buses are equipped with a device that allows them to change the signal which has helped <br />somewhat. <br /> <br /> <br />
