179 <br /> <br />CAPITAL IMPROVEMENT BUDGET <br /> <br /> Mr. Cox said it appears that there are more funds for traffic calming projects in the CIP <br />other than those listed under that category and it might be helpful to cluster them together. <br /> <br /> Ms. Judy Mueller, Director of Public Works, said that a study is being done to <br />determine users of Pen Park and Mclntire Park. <br /> <br /> Ms. Slaughter said she would prefer to use funds designated for an athletic field study <br />for some other purpose, and other Councilors agreed. <br /> <br /> Mr. Toscano said that he thinks a tong-term plan is needed for replacing bricks on the <br />downtown mall rather than the current policy of spending $75,000 a year. <br /> <br /> Council discussed the priorities of the Parks and Recreation Advisory Committee <br />versus the need for repairs. <br /> <br /> Mr. Toscano said that every new park and recreation program increases operational <br />costs and it may be necessary to use funds to maintain existing programs. <br /> <br /> Ms. Daugherty recommended, and Councilors agreed, to remove the pedestrian bridge <br />at Towe Park from the CIP. <br /> <br /> Ms. Daugherty said she would like to consider locating a skateboard facility at one of <br />the parks. <br /> <br /> Mr. Cox asked that the intent for funding for parking and infrastructure improvements <br />on West Main Street be spelled out better. <br /> <br />Mr. Cox said he would like to see more planning for undergrounding of utilities. <br /> <br /> Mr. Toscano asked for more information on the Historic Preservation Revolving Loan <br />Fund. <br /> Mr. Cox said he does not feel the current program for sidewalk reconstruction is <br />working, and suggested that other ways be explored. <br /> <br /> Ms. Slaughter said that sidewalk reconstruction could be tied in ~a4th traffic calming and <br />suggested that the issue be sent back to the Planning Commission for their recommendation. <br /> <br /> On motion by Mr. Cox, seconded by Ms. Daugherty, Council unanimously voted to <br />meet in executive session to discuss appointment to boards and commissions, as provided by <br />Section 2.1-344(A)(1) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Richards, seconded by Ms. <br />Daugherty, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />APPOINTMENT: COMMISSION ON CHILDREN AND FAMII JES <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, Mr. Jeffrey Sobel was <br />unanimously appointed as the joint City/County private service provider representative on the <br />Commission on Children and Families. <br /> <br /> The meeting was adjourned, <br />President <br /> <br /> <br />
