182 <br /> <br /> Mr. Toscano suggested, and Councilors agreed, that $900,000 would remain in the <br />budget for pay adjustments and increases until the study is complete, and if adjustments are <br />phased in and not all of the $900,000 is used, the remainder will be added to the Strategic <br />Investment Fund. <br /> <br /> The meeting was adjourned. <br />President b' <br /> <br />COUNCIL CHAMBER - April 6, 1998 <br /> <br /> Council met in regular session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br /> Ms. Slaughter asked for a moment of silence to honor Mr. Drewary J. Brown, local <br />community and civil rights activist, who died earlier in the day. <br /> <br /> Ms. Slaughter explained that Council wilt not take final action on the Consolidated Plan <br />and will hold a public heating on any proposed changes in May. <br /> <br />PUBLIC <br /> <br /> Mr. Eugene Williams, 620 Ridge Street, said that he was invited to participate in the <br />educational trip to Chattanooga on April 9th, but the original agenda did not interest him so <br />he declined. Mr. Williams said that the agenda has since changed and he feels the City should <br />have contacted him again. Mr. Williams said that he feels African-Americans should be better <br />represented on the trip and that there should have been scholarships provided. <br /> <br /> Mr. Mike Resinski, 110 W. Main St. expressed concern about the noise coming from <br />the Jewish Mother on the downtown mall, especially when their windows are opened, and <br />asked that Council adopt a noise ordinance. <br /> <br /> Ms. Jill Williams, 109 3rd Street, S.E. requested that Council adopt a noise ordinance <br />for the downtown mall. Ms. Williams said that she feels some attention needs to be paid to <br />the effect of the noise on the residential area of downtown, but she does think that it is <br />possible to have entertainment and residential areas together. <br /> <br /> Responding to questions raised by the public, Ms. Slaughter said that a scholarship fund <br />was established in the middle of the process for the Chattanooga trip and in the future efforts <br />will be made to be more sensitive to concerns expressed by Mr. Williams. <br /> <br /> Ms. Slaughter said that staff will look into the issue of a noise ordinance on the <br />downtown mall, will survey other communities, and get business representatives and <br />residents together to discuss the issue. <br /> <br /> Ivlr. Toscano said another issue on the downtown mall is the one ofpeopte plugging <br />into the City's electricity for amplification. <br /> <br /> Ms. Richards said she feels sound-proofing insulation may be necessary to deal with the <br />issue. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Daugherty commended },/ir. Robert Cox, Director of Social Services, who <br />coordinated the grant for the VIEW program. Ms. Daugherty said she is optimistic about the <br />program and pleased with the involvement by the Chamber of Commerce. <br /> <br /> <br />
