Responding to a question from Mr. Cox about the Universal Hiring Grant, Mr. <br />O'Connell said that the grant will fund the same 5 police officers that are included in the <br />budget, and funds are being set aside so that in three years, when the grant ends, the City ~vill <br />be in financial shape to afford the additional officers. <br /> <br /> Responding to a queStion from Mr. Cox, Mr. O'Connell said that he feels adding the 5 <br />police officers will provide an opportunity to address the issue of hiring more <br />African-Americans and women. <br /> <br /> Responding to a question from Ms. Richards about the difference in funding for the <br />City and County for the Juvenile Court Assessment Center, Ms. Linda Peacock, Assistant <br />City Manager, replied that the money is based on local maintenance of effort. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the following consent agenda <br />items were unanimously approved, with Ms. Richards correcting the minutes of February <br />17th. <br /> <br /> Ms. Slaughter Said she would like the issue of public improvements in the Board of <br />Architectural Review's design guidelines brought back to Council. <br /> <br />a. Minutes of February 17 and March 2 <br /> <br />b. APPROPRIATION: $155,786 - Juvenile Court Assessment Center (State funds) <br /> (2nd reading) <br /> <br /> WHEREAS, the Juvenile Court Assessment Center provides case management <br />assessment services for first time juvenile court offenders and less serious delinquent <br />offenders in order to lower incidences of court involvement; and <br /> <br /> WHEREAS, the Department of Juvenile Justice has approved the use of Virginia <br />Community Crime Control Act funds to support the operation of the Juvenile Court <br />Assessment Center; and <br /> <br /> WHEREAS, the City of Charlottesville share of the Juvenile Court Assessment is <br />$77,893 and the Albemarle County share is $77,893; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />$155,786 is hereby appropriated to account code 13-162-062142 to support the operations <br />of the Juvenile Court assessment Center, which includes $22,250 for the 16th District Court <br />Services Unit Purchase of Services Fund, during FY 97/98. This appropriation shall be <br />conditioned upon the receipt of $77,893 in Virginia Juvenile Community Crime Control Act <br />funds from the Department of Juvenile Justice and of $77,893 from Albemarle County <br />VJCCCA funds. <br /> <br />c. RESOLUTION: <br /> <br />$614,460 - Va. Juvenile Community Crime Control Act <br />FUnds <br /> <br /> WHEREAS, the 1995 Virginia General Assembly enacted the Virginia Juvenile <br />Community Crime Control Act to establish balanced, community-based systems of sanctions, <br />programs, and services for juvenile offenders effective January 1, 1996; and <br /> <br /> WHEREAS, the Department of Juvenile Justice has approved funding for the City of <br />Charlottesville through the Virginia Juvenile Community Crime Control Act for FY 1999 in <br />the amount of $614,460; and <br /> <br /> WHEREAS, the City of Charlottesville has submitted a Plan together with the County <br />of Albemarle to the Department, designating Charlottesville as the fiscal agent, to use these <br />Virginia Community Crime Control Act funds to provide services to youth who come before <br />the Juvenile and Domestic Relations Court in FY 1999; <br /> <br /> <br />
