NOW, THEREFORE,, BE IT RESOLVED THAT the City of Charlottesville <br />certifies that it: <br /> <br /> A. Will not contribute less funding for the implementation of this local plan than was <br />expended for block grant funded programs for services either operated or utilized in FY 1995 <br />in compliance with 16.1-309.6 of the COde of Virginia; <br /> <br /> B. Will not utilize funds provided by this Act to supplant funds established as the state <br />pool of funds under 2.1-757 in compliance with 16.1-309.3 of the Code of Virginia; <br /> <br /> C. Will comply with all provisions of 16.1-309.9 of the Code of Virginia which gives <br />the Board of Juvenile Justice the authority to establish and enforce standards and to review <br />the expenditures and services established by the local plan; <br /> <br /> D. Consulted with the Judge(s) of the Juvenile and Domestic Relations Court and the <br />Director of the Court Services of the participating jurisdictions; <br /> <br /> E. Will submit routine reports and any other information to the Director of the <br />Department of Juvenile Justice for each program of service funded by the Act in compliance <br />with 16.1-309.3E and 16.11-309.10 of the Code of Virginia and all applicable Departmental <br />procedures. <br /> <br /> d. APPROPRIATION: $65,337 - VIEW Community Support Program <br /> (carried over) <br /> <br />e. APPROPRIATION: $402,755 - Police Department - Universal Hiring Grant <br /> (carried over) <br /> <br />PUBLIC HEARING: PROPOSED FY 98-99 BUDGET <br /> <br /> Ms. Slaughter reviewed major changes proposed by Council to the FY 98-99 budget, <br />including funding for the Free Clinic, Piedmont Housing Alliance (one-time funds), JABA <br />Market Street Senior Center (one-time funds), marketing position and increased frequency <br />for route 7 in Transit, child day care social worker and program support in Social Services, 2 <br />seasonal lifeguards in Recreation, and funding reserved for 4 firefighters beginning January, <br />1999, pending the outcome of the fire study. In addition, a $340,000 strategic investment <br />fund is proposed. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Dick Gibson, 1431 Grove Road, member of the JABA Board, expressed <br />appreciation for the funding for the JABA Senior Center, but asked that it be made on a more <br />permanent basis for planning purposes, Mr. Gibson said that the number of seniors attending <br />has doubled. Mr. Gibson said that property behind the Senior Center is proposed for middle <br />income housing for seniors, but a continued funding commitment is needed to assure that this <br />happens. <br /> <br /> Ms. Lida Arnason, staff member of JABA, expressed agreement with Mr. Gibson's <br />comments. <br /> <br /> Ms. Tammy Cavanaugh, JABA Senior Center supervisor, said that participation at the <br />center is steadily increasing. Ms. Cavanaugh read statements by Ms. Givens, 925 Anderson <br />Street (she is a new member, and enjoys the companionship and garden at the Center) and <br />Ms. Beatrice Godfrey (the Center is much larger than the space at Carver). <br /> <br /> Responding to a question from Mr. Cox, Ms. Cavanaugh said that the Senior Center's <br />capacity is restricted to 100. <br /> <br /> <br />
