Ms. Leslie Desemini, 2055 Whispering Woods, a member of the Junior League, said <br />that the League is developing a partnership with the Shelter for Help in Emergency for <br />transitional housing, and she urged Council to fully fund SHE's programs. <br /> <br /> Ms. Carla Sykes, 311-B 2nd Street, N.W., a member of the JABA Board, said that the <br />issue of the Senior Center moving to Market Street was studied thoroughly and JABA <br />funded it for the first year with the hope that the City would help with financing in the <br />long-run. <br /> <br /> Ms. Bev Catlin, 202 Riverside Avenue, a member of the SHE Board, thanked Council <br />for their past support of SHE, and asked that their funding request be fully funded. <br /> <br /> Mr. Robert Vaughan, 1440 Grove Road, representing the Virginia Festival of the <br />Book, said that he is grateful for Council's support and appealed for continued funding. Mr. <br />Vaughan said that the County has amended their budget and provided $10,000 for the <br />Festival. Mr. Vaughan said that the event is a wonderful local event and a great tourism <br />event. <br /> <br /> 5/Ir. Claude Worrell, Assistant Commonwealth's Attorney and a member of the <br />Domestic Violence Board, said that SHE plays a vital role in the area and asked that they be <br />fully funded. <br /> <br />As there were no further speakers, the public hearing was dosed. <br /> <br /> Mr. Cox, referring to the recommendation that the JABA Senior Center be funded on a <br />one-time only basis, said that there is no clear indication of where Council stands regarding <br />tong-term funding for the Center. <br /> <br /> Ms. Slaughter said she feels that the one-time funding from the City will help JABA <br />leverage other funds. <br /> <br />ORDINANCE: ANNUAL TAX RATE <br /> <br />Ms. Slaughter noted that the tax rate is proposed to remain at the current rate. <br /> <br /> On motion by Msl Daugherty, seconded by Mr. Toscano, the ordinance entitled "AN <br />ORDINANCE TO ESTABLISH THE ANNUAL TAX LEVY ON VARIOUS CLASSES <br />OF PROPERTY FOR THE PAYMENT OF INTEREST AND RETIREMENT OF THE <br />CITY DEBT, FOR THE SUPPORT OF THE CITY GOVERNMENT AND CITY <br />SCHOOLS, AND FOR OTHER PUBLIC PURPOSES" was offered and carded over to the <br />next meeting for consideration. <br /> <br />ORDINANCE: ANNUAL APPROPRIATION <br /> <br /> On motion by Ms. Richards, seconded by Ms. Daugherty, the ordinance entitled <br />"RESOLUTION ADOPTING THE BUDGET FOR THE CITY OF CHARLOTTES\qLLE <br />FOR THE FISCAL YEAR BEGINNING JULY 1,, t998, AND ENDING JUNE 30, 1999 <br />AND PROVIDING FOR THE ANNUAL APPROPRIATION OF FUNDS FOR SUCH <br />FISCAL YEAR" was offered and carried over to the next meeting for consideration. <br /> <br />~SOLUTION: COMMUNITY DEVELOPMENT BLOCK GRANT ACTION PLAN <br /> <br /> Ms. Claudette Grant, Grants Coordinator, reviewed the projects for the CDBG and <br />HOME funds. Ms. Grant noted that no sidewalk or drainage projects are proposed and the <br />focus is on Washington and Belmont parks. <br /> <br /> Responding to a question from Mr. Cox, Ms. Grant said that the economic <br />development loan fund will be used to leverage other funds. <br /> <br /> <br />
