189 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Tuesday, April 7, 1998 <br />AT 7:30 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget Work Session <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - April 7, 1998 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br /> Ms. Daugherty said that she would like to support full funding for the Shelter for Help <br />in Emergency since she feels that welfare reform has caused more stress to be placed on <br />families. <br /> <br /> Mr. Cox asked why full funding was not recommended by the budget review team, and <br />Ms. Linda Peacock, Assistant City Manager, said that a 3% increase was recommended for <br />SHE, as was recommended for other agencies, to cover salary and benefit increases, but no <br />new programs were recommended. <br /> <br />Ms. Slaughter said she would support full funding for SHE. <br /> <br /> Responding to a question from Mr. O'Connell, Ms. Peacock said that the County is <br />recommending a 3% increase for SHE. <br /> <br /> Ms. Richards said she feels that SHE's contribution to the City is grater than the share <br />of what the City pays. <br /> <br />It was agreed that SHE would be fully funded. <br /> <br /> Funding for the Festival of the Book and other festivals was discussed, as was the <br />possibility of having the Tourism Council disperse the funds in the future. <br /> <br /> It was agreed that a festival account of $20,000 be set up, with $10,000 designated for <br />the Festival of the Book. Other festivals will be eligible to apply for the remaining funds. <br /> <br /> Regarding the JABA Senior Center, Mr. Cox said he has watched the Senior Center <br />grow and he feels that the elderly have earned the right for funding assurance beyond one <br />year. <br /> <br /> Ms. Slaughter said she would like to challenge JABA to raise money for the Center, <br />and noted that Council has struggled with the fact that there are now t~vo senior centers. <br /> <br /> Mr. Toscano noted that through the years Council supported increased days of <br />operation for the facility when it was at Carver, and improved the facility. Mr. Toscano said <br />that there has not been that great of a change in the number of participants since the <br />relocation to Market Street. <br /> <br /> Ms. Daugherty said that JABA is in the process of convincing Council that they are <br />offering a different program, but it is not yet known if the Center xvill grow. <br /> <br /> Mr. Toscano said that he feels JABA needs to set some priorities within their <br />organization, adding that there is some question about the benefit to the city of the RSVP <br />program. Mr. Toscano said one option would be to give JABA a pot of money and let them <br />decide xvhich programs to fund. Mr. Toscano said he is also concerned about having two <br /> <br /> <br />
