190 <br /> <br />senior centers. Mr. Toscano said he does not think there will be any joint programming <br />between the two senior centers unless some incentives are created to do so. Mr. Toscano <br />said he xvould like to see programs that brings the community together rather than divide it. <br /> <br /> Ms. Peacock said that the City provides $29,000 for the RSVP program and gets <br />14,000 volunteer hours, and the County provides $6,000 for RSVP and gets 11,000 <br />volunteer hours. Ms. Peacock said that the federal funding for RSVP has not grown, only <br />the local funding, and noted that only $5,000 of the City funds draws down the federal <br />money. <br /> <br /> Mr. Cox said he feels it is a good idea to encourage collaboration between the two <br />senior centers. <br /> <br /> Mr. Toscano suggested, and Councilors agreed, that future financial support for the <br />JABA Senior Center will be contingent on tangible evidence of collaboration between it and <br />the Senior Center. <br /> <br /> Councilors also requested that staff look with JABA at other JABA programs funded <br />by the City, including RSVP. <br /> <br />Council agreed to fund the Piedmont Housing Alliance. <br /> <br /> Mr. Cox said he hopes Ms. Rosa Hudson's time will be restructured so she can dedicate <br />her time to housing counseling, and Ms. Richards said she thinks that is the plan~ <br /> <br /> Mr. O'Connell explained that a formal decision about adding the four firefighters can be <br />made by the end of the summer when the fire study is complete. <br /> <br /> Ms. Richards expressed concern that if the firefighters are approved in the summer <br />they wilt not be hired until January of 1999. <br /> Mr. O'Connell said that the additional time will be needed for recruitment to obtain the <br />diversity wanted by the City. <br /> <br /> Ms. Slaughter suggested that the Parks and Recreation Advisory Committee develop <br />their proposed budget early in the budget process rather than after the capital budget is <br />allocated. <br /> <br /> Mr. Toscano said he feels some questions remain about how the Parks and Recreation <br />Advisory Board is functioning and feels this needs further discussion by Council. <br /> <br /> Ms. Daugherty and Mr. Cox agreed to meet to make recommendations regarding the <br />Strategic Investment Fund. <br /> <br /> Ms. Slaughter suggested that stafflook at combining projects when major street work <br />is to be done. <br /> <br /> Ms. Slaughter said she feels it would be helpful to show the approximate amounts left <br />in the capital budget at the start of the new fiscal year. <br /> <br /> Mr: Cox said he would like to develop a five year systematic plan to underground <br />utilities in the downtown area. <br /> <br /> The meeting was adjourned. <br /> <br />President /t.J <br /> <br /> <br />
