199 <br /> <br /> Ms. Jill Williams, 109 3rd Street, S.E., encouraged Council to extend the noise <br />ordinance to the downtown mall and to think about their vision for the mall. Ms. Williams <br />presented Council with information on noise enforcement by other states. <br /> <br /> Mr. John Gaines, 214 9th Street, said he would be interested in Council's response to <br />Mr. King's questions about the Chattanooga trip. Mr. Gaines promoted the May 15th <br />Booker T. Reeves Golf Tournament to benefit Washington Park renovations. Mr. Gaines <br />said that people can organize teams of four to play in the tournament, can donate $100 to <br />serve as sponsors, can donate drinks for the luncheon, or can ask a friend or a company to <br />serve as a sponsor. Mr. Gaines, representing the WCEH Neighborhood Association, asked <br />Council to review the Charlottesville Redevelopment and Housing Authority's recent decision <br />not to renew Mr. Pullen's contract. Mr. Gaines said he feels that there is a personality clash <br />between the Commissioners and Mr. Pullen. Mr. Gaines said that if Council decides to <br />change its stance on the naming of the West Main Street Bridge, he would like to see them <br />consider naming the bridge after Roosevelt Brown, a former resident and member of the <br />Football Hall 0fFame. <br /> <br /> Ms. Slaughter responded to questions raised by the public. Ms. Slaughter said that staff <br />are researching the issue of a noise ordinance downtown, but noted that there are some <br />constraints in Virginia that do not exist in other states. Ms. Slaughter said that everyone <br />wants to have a successful mix of commercial and residential downtown. <br /> <br />Ms. Slaughter said she will ask Sprint about Mr. Tinsley's concerns. <br /> <br /> Ms. Slaughter noted that the Housing Authority is a separate legal body and Council <br />does not have oversight of them. <br /> <br /> Regarding the Chattanooga trip, Ms. Slaughter said that staff came up with a list of <br />people to invite to represent the City, Albemarle County, University, and business community <br />and scholarships were awarded, based on need, through contributions made by Crestar Bank. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Brent Nelson said that the existing trash requirements are not being enforced on <br />South Street and trash cans are allowed to remain out all weekend. <br /> <br /> Ms. Richards asked how affected businesses and residents wilt be notified of the <br />changes, and Mr. O'Connell said that those who violate the ordinance wilt be either visited or <br />given written notice and will be given the opportunity correct the problem before <br />enforcement of the new ordinance. <br /> <br /> Mr. Toscano expressed concern that there may be good arguments against the <br />ordinance that Council has not heard. <br /> <br /> It was agreed that the second reading of the ordinance would be delayed in order to <br />notify affected businesses and residents of the proposed change. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the following consent agenda <br />items were approved, with l~&. Cox, absent for the vote, with the minutes of March 16 <br />amended by Ms. Richards and Mr. Toscano, and with Ms. Richards abstaining from voting <br />on the minutes of March 13. <br /> <br /> Ms. Richards noted that the minutes of March 16 indicated that Mr. Toscano had <br />requested that the traffic projections created as a result of the proposal to allow a larger <br />pharmacy and retail store on the comer of High and 10th Street be shared with the <br />neighborhood association that was involved, and she wanted to make sure this was being <br />done. <br /> <br />a.
