APPROPRIATION: $65,337 - ViEW Community Support Program (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $65,337.00, awarded as a grant to the Charlottesville Department of Social Services <br />from the Virginia Department of Social Services, is hereby appropriated to expenditure <br />account 12-161-062315. The purpose of this grant is to fund collaborative efforts among the <br />Charlottesville/Albemarle Chamber of Commerce and local Social Services departments in <br />Planning District 10 to support the welfare-to-work infrastructure and programs for <br />participants. <br /> <br />c. APPROPRIATION: $402,755 - Police Department - Universal Hiring Grant <br /> (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $369,875.00, to be received from the U.S. Department of Justice under the Universal <br />Hiring Grant program, is hereby appropriated to expenditure account 11-270-041160 for the <br />purpose of hiring five (5) additional police officers. Local matching funds of $32,880 will be <br />transferred from expenditure account 05-270-041010 in the Police Department budget, for a <br />total appropriation of $402,755.00. <br /> <br />d. APPROPI~JATION: $1,458 - Traffic Safety Grant (carried over) <br /> <br />e. RESOLUTION: <br /> <br />Eminent Domain - Gas Easement on Grove Road <br />(2nd reading) <br /> <br /> WHEREAS, the City of Charlottesville, in order to complete the necessary installation <br />of municipally owned natural gas facilities from Free Union to Mclntire Road, needs a <br />permanent easement, shown on the attached plat, across property designated as Parcel 124 <br />on City Tax Map 42A (known as 1431 Grove Road), owned by M. E. Gibson, Jr. and Pamela <br />S. Gibson ("Owner"); and <br /> <br /> WHEREAS, bona fide efforts have been made to acquire the easement by purchase <br />from the Owner, but the efforts have been ineffectual because of the inability of the parties to <br />agree on the price or terms of sale of the easement; and <br /> <br /> WHEREAS, the City has no recourse but to acquire the easement for this proposed <br />public use through the exercise of its power of eminent domain as authorized by the Code of <br />Virginia and the Charter of the City of Charlottesville; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the Mayor and Council support and endorse the natural gas line <br />expansion project and concur that its installation and the acquisition of the easement satisfy a <br />public purpose and necessity; and <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of Charlottesville, Virginia <br />that the City is authorized to acquire the easement and to enter upon the property of M. E. <br />Gibson, Jr. and Pamela S. Gibson, to install the natural gas facilities, as provided in Sections <br />33.1-119 and 33,1.~120 of the Code of Virginia (1950), as amended; and <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of Charlottesville, Virginia <br />that the City Attorney is hereby authorized and directed to institute eminent domain <br />proceedings (including those authorized under Article 7 of Title 33.1 of the Code of Virginia) <br />to acquire the said easement across property identified as Parcel 124 on City Tax Map 42A, <br />and to execute such instruments as may be necessary for the proceedings. <br /> <br /> f.
