214 <br /> <br /> Mr. Ken Schwartz, a member of the Planning Commission, said that the trip and <br />participants were an inspiring collaboration of public/private efforts, and said that the design <br />center in Chattanooga was of great significance to Chattanooga's success. Mr. Schwartz <br />explained that a similar design resources center is proposed for Charlottesville, and a larger <br />group has met to discuss the next steps necessary to form such a center. <br /> <br />A slide presentation was given of projects in Chattanooga. <br /> <br /> Mr. Toscano said that he feels the potential is immense, and recommended that the <br />presentation be put on the City's website. <br /> <br /> Ms. Daugherty said that the group that participated was excited about the design <br />resources center as a new way to do planning and visioning. <br /> <br />Ms. Richards noted that the development community needs to be involved in the effort. <br /> <br />REPORT: RENAI~NG WEST MAIN STREET BRIDGE <br /> <br /> Ms. Slaughter explained that Council had previously decided to honor many people in <br />the community with plaques on the West Main Street Bridge, but since the death of Drewary <br />Brown, there has been community support for revisiting the decision about the name and <br />dedicating the bridge to Mr. Brown. <br /> <br /> Ms. Richards said she feels Council can hold to the purpose of honoring other <br />individuals by naming the bridge the "Drewary J. Brown Memorial Bridge in Honor of Those <br />People Who Succeeded in Building Bridge in our Community'," and made a motion to that <br />effect. Ms~ Slaughter seconded the motion and the bridge was unanimously renamed. <br /> <br /> Ms. Daugherty suggested that the Urban Design Committee develop criteria for other <br />names to be added to the bridge and Ms. Slaughter suggested that the Urban Design <br />Committee make suggestions about the number and placement of plaques and suggestions for <br />criteria. <br /> <br />REPORT: SELECTION OF CDBG PRIORITY NEIGHBORHOOD <br /> <br /> Ms. Claudette Grant, Grants Administrator in the Department of Community <br />Development, explained that traditionally a new priOrity CDBG neighborhood is selected <br />every three years, with approximately $200,000 set aside amnually for that neighborhood. <br />Ms. Grant said that Belmont's priority status is due to end June 30, 1999 and it is <br />recommended that a new priority neighborhood be selected a year in advance to allow time <br />for planning for funding to begin July 1, 1999. Ms. Grant noted that a Ridge Street Task <br />Force has been meeting for a year, and other eligible' neighborhood include Rose Hill, Starr <br />Hill, Jefferson Park Avenue, 10th and Page, and Fifeville. Ms. Grant noted that 10th and <br />Page and Fifeville have recently been targeted. <br /> <br /> Responding to questions from Councilors, Ms. Grant said that this is the first year the <br />Jefferson Park Avenue neighborhood has been designated and it is eligible because of the <br />number of students who live there who are designated as low income. <br /> <br /> Ms. Slaughter asked that staffprovide information on CDBG funding for the last few <br />years and notify eligible neighborhoods of a public hearing on selecting a target neighborhood <br />on June 1. <br /> <br />PUBLIC <br /> <br /> Ms. Kenneth Martin, 222 Lankford Avenue, Chairman of the Ridge Street Task Force, <br />requested that the Task Force be increased to include more residents. <br /> <br /> Ms. Jeanne Cox, Clerk of Council, noted that traditionally a new neighborhood Task <br />Force is appointed once a neighborhood has been selected as the target neighborhood. <br /> <br /> <br />
